MINUTES <br />CITY COUNCIL <br />JANUARY 8, 1992 <br />PLANNING The Council reviewed applications received from Gene <br />COMMISSION DeLonais, Dennis Carson, and Dan Knudsen for appoint- <br />APPLICANTS ment to the City's two vacancies on the Planning <br />Commission. These vacancies are for three-year terms. <br />By ballot of the Council with Scalze, Hanson, Blesener, <br />and LaValle each voting for Gene DeLonais and Dennis <br />Carson, these two individuals were appointed to the <br />Planning Commission. <br />PARK It was noted that Ken Wehrle has applied for reappoint- <br />COMMISSION ment to the City's one vacancy on the Park Commission. <br />This vacancy is for a three-year term. By consensus of <br />the Council, Ken wehrle was appointed to a three-year <br />term on the Park Commission. <br />10% GAMBLING The City Administrator reported that the Park <br />FUNDS Commission has reviewed the suggestion that the 10% in <br />gambling funds received by the City be used for capital <br />improvements. The Administrator reported that the Park <br />Commission discussed the fact that the City has been <br />the benefactor of large donations for park capital <br />improvements. The Park Commission felt that the 10% <br />funds could be used for City capital improvements, with <br />park capital improvements, other than maintenance <br />items, to be a separate list and not tied to the 10% <br />gambling funds. <br />Scalze also pointed out discussion by the Park <br />Commission that they not be prejudiced for any large <br />capital improvement donations they might receive. <br />Scalze pointed out Ken Wehrle's suggestions that the <br />City maintain an improvement escrow fund and that <br />interest generated by that fund be used for capital <br />improvements. <br />The City Administrator reported on the need to <br />establish a separate fund for the 10% gambling <br />donations so that receipts can be matched with <br />expenditures. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 92-1-28 - ACCEPTING THE RECOMMENDATION <br />OF THE PARK COMMISSION REGARDING USE OF l0o GAMBLING <br />FUNDS FOR CITY CAPITAL IMPROVEMENTS EXCLUSIVE OF PARK <br />IMPROVEMENTS, BUT INCLUDING PARK MAINTENANCE ITEMS, AND <br />CONCURRING WITH THE PARK COMMISSION'S REQUEST THAT <br />SHOULD PARK IMPROVEMENTS RECEIVE LARGE DONATIONS THESE <br />DONATIONS WOULD BE CONSIDERED ABOVE THE 10% FUNDS <br />Page 31 <br />
