MINUTES CITY COUNCIL JANUARY 8, 1992 Advantages: Program Expertise of staff of 5; Constant staffing (no vacation, illness interruptions); Support Services: clerical, data processing, errands; Resource Base (instructors, etc.); Office Hours: 8 A.M. - 10 P.M.; Non-Resident Fee Savings (estimated $2,000); Annual Savings ($19,003-$21,183); Quick Program expansion; Local Control; City still retains the option of running own department should this not prove workable. Disadvantages: Perceived loss of identity; Employee allegiance may be to Roseville first; Fear of being absorbed into Roseville System in future; No person available at Little Canada City Hall. Advantages/Disadvantages of hiring own full-time Director are as follows: Advantages: Person available at Little Canada City Hall; Ability to expand as we see fit; Quick response for assistance. Disadvantages: More Expensive; Set-up costs for computer system estimated at $2,000+; May require extra staff as program expands. Scalze reported that she has received phone calls and heard concerns about Roseville's use of Little Canada facilities. Roseville explained its position on this to the committee. It is their position that if facilities are not being used by the Little Canada program or for practices or open time, then Roseville teams would ask to use our facilities. Roseville would also like the ability to fill out a Little Canada league with teams, if Little Canada did not have enough teams. Details of Roseville's maintenance of Little Canada fields they would use still needs to be worked out. Scalze stated that she is aware that this is an emotional issue and that there has been an intensive lobbying effort. Scalze reported that the committee tried to separate the personalities from the options in making their recommendation. This committee performed at the direction of the City Council.
