MINUTES <br />CITY COUNCIL <br />JANUARY 8, 1992 <br />Advantages: <br />Program Expertise of staff of 5; <br />Constant staffing (no vacation, illness interruptions); <br />Support Services: clerical, data processing, errands; <br />Resource Base (instructors, etc.); <br />Office Hours: 8 A.M. - 10 P.M.; <br />Non-Resident Fee Savings (estimated $2,000); <br />Annual Savings ($19,003-$21,183); <br />Quick Program expansion; <br />Local Control; <br />City still retains the option of running own department <br />should this not prove workable. <br />Disadvantages: <br />Perceived loss of identity; <br />Employee allegiance may be to Roseville first; <br />Fear of being absorbed into Roseville System in future; <br />No person available at Little Canada City Hall. <br />Advantages/Disadvantages of hiring own full-time <br />Director are as follows: <br />Advantages: <br />Person available at Little Canada City Hall; <br />Ability to expand as we see fit; <br />Quick response for assistance. <br />Disadvantages: <br />More Expensive; <br />Set-up costs for computer system estimated at $2,000+; <br />May require extra staff as program expands. <br />Scalze reported that she has received phone calls and <br />heard concerns about Roseville's use of Little Canada <br />facilities. Roseville explained its position on this <br />to the committee. It is their position that if <br />facilities are not being used by the Little Canada <br />program or for practices or open time, then Roseville <br />teams would ask to use our facilities. Roseville would <br />also like the ability to fill out a Little Canada <br />league with teams, if Little Canada did not have enough <br />teams. Details of Roseville's maintenance of Little <br />Canada fields they would use still needs to be worked <br />out. <br />Scalze stated that she is aware that this is an <br />emotional issue and that there has been an intensive <br />lobbying effort. Scalze reported that the committee <br />tried to separate the personalities from the options in <br />making their recommendation. This committee performed <br />at the direction of the City Council. <br />The City Administrator presented a cost comparison of <br />Page 7 <br />
