MINUTES <br />CITY COUNCIL <br />JANUARY S, 1992 <br />the various options which he reviewed in detail. <br />Estimated net costs of the various options are as <br />follows: <br />Continue PT Director <br />((2 Assistants) $31,612 <br />Full-Time Director <br />(2 Assistants) $51,283 <br />Roseville Contract $30,000 <br />Full-Time Director <br />(1 Assistant) $49,004 <br />Full-Time Director <br />(0 Assistants) $41,724 <br />The Administrator reported that the committee felt that <br />it would be difficult for a full-time Director to run <br />the program with no assistants. Therefore, the <br />committee felt a minimum of one assistant would be <br />necessary. <br />Steve Morelan, President, LCRA, reported that he was <br />instructed to appear before the Council by the LCRA <br />membership to express their viewpoint. Morelan <br />reported that the LCRA has always been involved in <br />youth recreation in the City and has a keen interest in <br />this matter. The LCRA is made up of 79 members, most <br />of which are parents of children participating in the <br />program as well as coaches. <br />Morelan reviewed a letter dated January 2nd which was <br />sent to the Council and is contained in their agenda <br />packets, outlining the position of the LCRA. Morelan <br />reported that Rick Collova met with the membership of <br />the LCRA the other night to discuss this matter and <br />asked for more details behind their recommendation that <br />a full-time Director should be hired. Morelan <br />presented those details, which are outlined in his <br />letter dated January 8th which he submitted to the <br />Council. <br />Those details include LCRA's belief that Roseville has <br />insufficient resources to adequately administer the <br />Little Canada recreation program. Roseville has <br />indicated that they can administer the Little Canada <br />program with no addition to their staff. LCRA believes <br />that even with the economy of scale that Roseville has <br />to offer, Roseville could not perform the job <br />adequately without increasing present staff. LCRA <br />believes that if the contract prevents an increase in <br />the $30,000 fee, Roseville would either reduce the <br />level of service it would provide for Little Canada or <br />try to merge the two recreation programs in order to <br />cut costs. <br />Page 8 <br />
