MINUTES <br />CITY COUNCIL <br />JANUARY 22, 1992 <br />Arbor Day proclamation, and reported that the City has <br />had Arbor Day celebrations in the past and will have <br />another during 1992. <br />Sanders also proposed that the City submit a grant <br />request to the America The Beautiful Grant Program. <br />This program is for $1,000 to $5,00o in matching grant <br />funds. Sanders reported that the deadline for the <br />America the Beautiful Program is February 21st, and the <br />Tree City USA Program, which is also a matching grant <br />program, is within the next few days. <br />The City Administrator pointed out that there are <br />monies left from a planting donation that was made to <br />the City that could be used to offset the City's <br />matching funds should these grants be approved. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 92-1-34 - APPROVING TAE SUBMISSION OF <br />GRANT APPLICATIONS TO THE TREE CITY USA GRANT PROGRAM <br />AS WELL AS THE AMERICA THE BEAUTIFUL GRANT PROGRAM <br />BASED ON THE RECOMMENDATION OF THE PARK COMMISSION <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) Scalze, Blesener, Collova, LaValle, Hanson. <br />Nays (0). <br />Resolution declared adopted. <br />GERVAIS MILL Sanders recommended that the City submit an application <br />PARK for funding for Gervais Mill Park improvements through <br />the LCMR Program (Legislative Commission on Minnesota <br />Resources). Sanders reported that the money for this <br />grant program comes from lottery funds, i.e. the <br />Environmental Trust Fund. <br />Sanders reported that total estimated cost of the <br />Gervais Mill Park project, including the Watershed's <br />projects costs, is $1,564,000. Sanders submitted for <br />Council review a copy of the grant application pointing <br />out that the objectives of the project as listed on the <br />application are as follows: improve water quality, <br />provide flood water retention, provide wildlife habitat <br />enhancement, provide environmental education and to <br />provide recreation opportunities. <br />Sanders reported that last year park projects did not <br />fair well in obtaining funding under the LCMR grant <br />program, since it was felt that there were other grant <br />programs geared towards park projects.
