MINUTES <br />CITY COUNCIL <br />JANUARY 22, 1992 <br />Sanders estimated that the City had $100,000 in the <br />Park Development and Park Acquisition Funds. Sanders <br />also pointed out that the $233,950 does not have to be <br />spent by the City within a certain period of time, but <br />can be spread out over a long period of time. Sanders <br />reported that there is no requirement under the grant <br />that the City fund this amount of money. Sanders felt, <br />however, that a sizeable commitment by the City will <br />improve the City's chances for getting grant approval. <br />Sanders pointed out total project costs of $1.5 million <br />of which there would only be a$234,000 commitment on <br />the part of the City. <br />LaValle pointed out that the $100,000 in park funds are <br />not committed exclusively to the Gervais Mill project, <br />but rather are the City's total holdings for all parks. <br />Blesener pointed out that the City could designate <br />improvement of the Gervais Mill nature center for some <br />time in the future, i.e. the year 2000 or 2005. <br />Blesener did not feel the grant application as prepared <br />committed the City to anything. <br />The City Administrator suggested that the City use its <br />land acquisition costs for Gervais Mill Park of <br />approximately $400,000 as the City's commitment to the <br />project, rather than tying the grant to new dollars. <br />Sanders reported that he and the City Administrator <br />have been meeting with the Watershed asking them to <br />increase their financial commitment to the project. <br />The Watershed will present this request to their Board <br />on February 5th. <br />Blesener asked if the City will have to invest money in <br />the park as a result of the Watershed's project. <br />Sanders replied that the City will not have to invest <br />money in the Park because of the Watershed's project. <br />The Watershed has agreed to do a minimal amount of <br />restoration in terms of grading and seeding. <br />Blesener pointed out that if the City receives grant <br />approval, the City's plans for improving Gervais Mill <br />Park can be expedited. <br />Scalze stated that if the Watershed is going to disrupt <br />the terrain and wildlife, at a minimum, restoration <br />should look natural. Scalze did not feel the Watershed <br />should reseed with grass that will require mowing. <br />Sanders replied that reseeding will be with natural <br />grasses, except for a small strip along the trails <br />Page 6 <br />
