MINUTES <br />CITY COUNCIL <br />JANUARY 22, 1992 <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-1-36 - APPROVING THE 1992 CONTRACT <br />WITH THE LITTLE CANADA VOLUNTEER FIRE DEPARTMENT <br />SUBJECT TO APPROVAL OF THE FIRE DEPARTMENT GENERAL <br />MEMBERSHIP AND AUTAORIZING THE MAYOR AND CITY <br />ADMINISTRATOR TO EXECUTE THE CONTRACT ON BEHALF OF THE <br />CITY <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Blesener, Hanson, Collova, Scalze. <br />Nays (0). <br />Resolution declared adopted. <br />1992 WATER The City Administrator reviewed the Public Works <br />& SEWER Superintendent's recommendation for increase in water <br />RATES and sewer rates for 1992. The recommendation proposes <br />passing on a 4.5% rate increase received from the City <br />of St. Paul for water. This would result in an <br />increase to consumers from $1.50 per thousand gallons <br />to $1.57. The Superintendent is proposing that the <br />water availability charge be increased from $11.50 per <br />quarter to $12.00. Sewer rates are also proposed to <br />increase for 1992 by 8.8%. Again, we are passing on <br />increases in operating costs and generating funds to <br />maintain an adequate reserve. Passing this increase on <br />to Little Canada consumers would result in an increase <br />in the residential sewer rate from $34.00 per quarter <br />to $37.00. Commercial SAC units would be increased <br />from $1.70 per 1,000 qallons of usage to $1.85. It is <br />proposed that the new rates go into effect beginning <br />with the first quarter of 1992. <br />Blesener pointed out that the increases result in <br />approximately an additional 30 cents per month for <br />water and $1 per month for sewer. Blesener pointed out <br />that the City's water rate has not been increased since <br />1987, and that renegotiation of the contract with the <br />City of St. Paul in 1985 postponed needed increases and <br />also allowed the City to repaint the water tower. <br />Blesener pointed out that water and sewer rates are <br />basically a pass-through expense for the City. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 92-1-37 - INCREASING THE CITY'S WATER <br />RATE EFFECTIVE JANUARY 1~ 1992 TO $1.57 PER THOUSAND <br />GALLONS AND WATER SERVICE CHARGE TO $12.00 PER QUARTER, <br />AND INCREASING TAE CITY'S RESIDENTIAL SEWER RATE <br />EFFECTIVE JANUARY 1, 1992 TO $37.00 PER QUARTER AND <br />COMMERCIAL SEWER RATE TO $1.85 PER 1~000 GALLONS USAGE <br />Page 8 <br />
