MINUTES <br />CITY COUNCIL <br />FEBRUARY 10, 1992 <br />the Fire Department, Little Canada Recreation <br />Association, Canadian Days. Fahey stated that without <br />these organizations, many of whose memberships overlap, <br />there would not be a City. Fahey stated that people <br />who care about the City get involved in different <br />organizations, and disagreed with a policy that would <br />prohibit City employees from serving as members or <br />officers of such organizations. Fahey felt the policy <br />being considered was a bad one and counter-productive. <br />Fahey stated that he has heard from Bill Bruce that the <br />City Council may force him to quit his job at the bingo <br />hall because he is also employed by the City, and that <br />the Council may not allow Bruce to continue to serve on <br />the Park Commission for the same reason. <br />Fahey stated that if the City has a problem with the <br />way part-time employees are hired, a formal process can <br />be adopted. <br />Fahey felt that the policy the Council was considering <br />appears vindictive and the result of sour grapes over <br />the process. Fahey did not feel policies should be set <br />in areas where they are not needed. Fahey stated that <br />he was disturbed that the Council did not see the <br />wisdom of Morelan serving as Fire Chief some time in <br />the future. Fahey stated that it is a real benefit to <br />have fire fighters who are available during the day to <br />fight fires. Fahey pointed out that with Morelan's <br />flexible hours as Park & Rec Director, he will be in a <br />position to respond to day-time fires. Fahey stated <br />that if the City does not have a Fire Chief available <br />during the day, then it may be forced to hire a <br />full-time Fire Chief. <br />Fahey felt that the problem of dual department head <br />status should be addressed when it arises. Fahey felt <br />it was in the City's best interests to help the Fire <br />Department provide leadership. <br />Collova pointed out that Fahey has indicated that the <br />present situation is working. Collova pointed out that <br />the City is moving into a new situation with hiring a <br />full-time Director, and therefore, adjustments need to <br />be made because the situation is changing. <br />Fahey stated that he was saying that he could not see a <br />conflict in the possibility of Morelan serving as Fire <br />Chief in the future. Fahey pointed out that one of the <br />few times the Chief needs to approach the Council is at <br />budget time. <br />Page 7 <br />
