MINUTES CITY COUNCIL FEBRUARY 12, 1992 Sanders reported that citizens are always welcome to attend Park Commission meetings which are the third Thursday of each month. The Administrator reported that the next step would be for the Council to schedule a public hearing to consider the amendment of the City's Comprehensive Plan to incorporate the Park Master Plan. Mr. LaValle introduced the following resolution and moved its adoption: RESOLUTION NO. 92-2-55 - CALLING A PUBLIC HEARING, TO BE SCHEDULED BY CITY STAFF IN COMPLIANCE WITH STATUTORY GUIDELINES, TO CONSIDER AMENDING THE CITY'S COMPREHENSIVE PLAN TO INCLUDE THE PROPOSED PARK MASTER PLAN The foregoing resolution was duly seconded by Blesener. Ayes (5) LaValle, Blesener, Scalze, Collova, Hanson. Nays (0). Resolution declared adopted. GAMBLING LaValle recommended that Sections 815.010, 815.020 and ORDINANCE 815.025 of the City's Charitable Gambling Ordinance be amended with regard to felony and gross misdemeanor convictions that do not relate to gambling crimes, crimes involving the misuse or misappropriation of public or private funds, theft or drugs. LaValle noted that a requirement of the ordinance is that no member, employee or consultant of a charitable gambling organization have a felony or gross misdemeanor conviction. This would include convictions for domestic crimes or second DWI convictions, for example. LaValle stated that he did not believe it was the City's intention to be that restrictive in its ordinance. Mr. LaValle introduced the following resolution and moved its adoption: RESOLUTION NO. 92-2-56 - INSTRUCTING TAE CITY ATTORNEY TO PREPARE AN AMENDMENT TO THE CITY'S CHARITABLE GAMBLING ORDINANCE AS OUTLINED BY COUNCIL MEMBER LAVALLE WITH REGARD TO FELONY AND GROSS MISDEMEANOR CONVICTIONS The foregoing resolution was duly seconded by Blesener. Ayes (5) LaValle, Blesener, Scalze, Hanson, Collova. Nays (0). Resolution declared adopted. Page 14
