MINUTES
CITY COUNCIL
FEBRUARY 12, 1992
The Council thanked Bidne for his presentation.
RECESS At this point in the meeting, 8:15 P.M., Council took a
short recess. The meeting was reconvened at 8:22 P.M.
CANADIAN Hanson reported that due to time constraints of
DAYS processing an Exemption from Lawful Gambling License,
Canadian Days has requested that its application be
tabled at this time.
PREMISE Bob Matson, Executive Director, North Suburban Youth
PERMIT Association, appeared before the Council requesting
NORTH approval of renewal of a premise permit for his
SUBURBAN organization to operate at the Little Canada Bingo
YOUTH Aall.
Staff reported that Sheriff's Department background
checks for this application are not yet completed, and
the Sheriff's Department is having difficulty running
checks on some of the individuals.
LaValle reported that in those cases the Sheriff's
Department will need a full middle name. LaValle also
pointed out that all gambling premise permits are
coming up for renewal within the next 60 days, and it
is a cumbersome task for the Sheriff's Department to
run all these background checks within such a short
period of time. LaValle suggested that the premise
permit renewal could be approved at this time, subject
to satisfactory background checks.
Matson agreed, and reported that he is still waiting
for additional information from three employees so that
background checks can be run. Matson reported that he
has temporarily suspended those employees pending
receipt of this information.
LaValle stated that the intent of the ordinance with
regard to background checks was aimed primarily at
compensated employees and not so much members. LaValle
pointed out that in some instances a charity may have a
member who is out-of-town for the winter.
Scalze pointed out that salary information on employees
was to include benefits. Scalze asked if Matson
received any benefits or other compensation from the
North Suburban Youth Association other than what is
listed on the form.
Matson replied that he received no benefits, only the
Paqe 7
