MINUTES
CITY COUNCIL
FEBRUARY 12, 1992
salary he has listed. Matson reported that no members,
employees, or staff receive any benefits.
Scalze asked if there were any other companies
organized under North Suburban Youth Association.
Matson replied that he personally has another company
which does consultant work within the industry,
however, performs no services for the North Suburban
Youth Association or the Little Canada Bingo Hall.
This company is a totally separate operation.
LaValle pointed out that the State premise permit is a
two-year permit, however, the City requires an annual
review. If North Suburban Youth's permit is approved
this evening, they must come before the City in a year
for further review. LaValle also pointed out that the
City's ordinance requires payment by the charities of a
3% tax to be used for enforcement purposes as well as a
10% donation to the City's capital improvement fund.
LaValle instructed the charities to make these payments
via two separate checks so that the City can better
account for these monies.
LaValle stated that he would like to see more of the
money raised by the North Suburban Youth Association
staying in Little Canada.
Scalze asked if Matson knew how muah money his
organization has donated to entities within Little
Canada, excluding the School District.
Matson replied that he did not know. Matson reported
that his organization does not look at donations in
this manner, but rather tries to do the most good for
the most people.
Scalze pointed out that most of the money raised by the
North Suburban Youth Association is raised in Little
Canada, therefore, she would like to see some of it
left in Little Canada.
LaValle compared the 10% of net profits donated by the
North Suburban Youth Association to the City for the
years 1990 and 1991. The 10% figure for 1990 was
$16,721.46 while 10% for 1991 was $5,545.81. LaValle
asked if business had decreased to that degree.
Matson replied that he did not have the information
before him, but if those were the amounts donated,
then, yes, business had decreased to that degree.
Matson anticipated additional decreases in business due
to recent rulings by the State Gambling Control Board.
Page 8
