MINUTES <br />CITY COUNCIL <br />FEBRUARY 26, 1992 <br />The City Administrator reported that the Park <br />Commission chairman has already begun discussions with <br />the affected property owners. These owners have all <br />indicated a willingness to consider the proposal. The <br />Administrator suggested he meet with the Park <br />Commission Chair and set up a procedure for the <br />negotiations. <br />Scalze also reported that the Park Commission has had <br />some discussion about the possibility of filling a <br />portion of the south side of the pond to minimize the <br />easements that would be necessary. <br />Blesener pointed out that the drainage area that the <br />pond provides must be kept in mind. Blesener stated <br />that the trail improvement being proposed is a part of <br />the long-range trail plan, and the Commission has held <br />neighborhood meetings on the subject. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-2-79 - AUTHORIZING THE CITY <br />ADMINISTRATOR, IN CONJUNCTION WITH THE PARK COMMISSION <br />CHAIRMAN, CITY ATTORNEY AND CITY ENGINEER, TO PURSUE <br />WALKWAY AND LANDSCAPE EASEMENTS ON THE SOUTA SIDE OF <br />THE WESTWINDS PARK POND, KEEPING THE COUNCIL INFORMED <br />AS NEGOTIATIONS PROCEED <br />The foreqoing resolution was duly seconded by Blesener. <br />Ayes (4) Scalze, Blesener, Collova, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />PARK Council reviewed the Park Commission's recommendation <br />DIRECTIONAL to bid park directional signs. The Council questioned <br />SIGNS the need to go through the bid process for these signs <br />versus competitive quotations. Scalze suggested that <br />the Council should have been given some graphics to <br />review as part of the request and more information on <br />cost estimates. Scalze suggested that this item be <br />tabled until later in the meeting so that staff can <br />research the Park Commission minutes to determine if <br />there is more information on this request. <br />PREMISE Lois Blomberg, Gambling Manager, St. Joseph's Society <br />PERMIT for Charity, appeared before the Council requesting <br />RENEWAL - approval of renewal of their premise permits for the <br />ST. JOSEPA'S Little Canada Bingo Hall site, Venetian Inn site, and <br />SOCIETY Gordies' Place site. Blomberg reported that her lease <br />agreement with the Little Canada Bingo Hall is still <br />Page 7 <br />
