MINUTES <br />CITY COUNCIL <br />MARCH 11, 1992 <br />HEALTH The Administrator reported that employee health <br />INSURANCE insurance coveraqe was renewed effective March 1st. The <br />Administrator reported that the City had placed a cap <br />of $31,000 on the amount of City-participation in the <br />cost of that coverage. The Administrator recommended <br />that the cap be increased to $34,700 to cover the <br />addition of a full-time employee as well as to cover <br />other pre-arranged increases. The Administrator <br />reported that he has provided for this increase in the <br />1992 Budget. The Administrator also reported that even <br />with the increase in the cap, City employees will have <br />to pay $41 per month for health insurance costs. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 92-3-87 - INCREASING THE CAP FOR CITY <br />PARTICIPATION IN EMPLOYEE HEALTH INSURANCE COSTS TO <br />$34,700 AS RECOMMENDED BY THE CITY ADMINISTRATOR <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (4) Scalze, Blesener, Aanson, Collova. <br />Nays (o). <br />Resolution declared adopted. <br />TIF The City Administrator reported that St. Jude Medical <br />DISTRICT is considering the Grieman property as one potential <br />AMENDMENT site for expansion of their facilities. At this time <br />there are still a lot of unknown factors, however, St. <br />Jude will be presenting their proposal to the Planning <br />Commission tomorrow evening. The proposal would <br />include construction similar to the St. Jude site on <br />Lillehei Plaza. Aowever, the City is competing with <br />three other communities for the project. The <br />Administrator reported that it was his opinion that the <br />project would require a pay-out of the majority of Tax <br />Increment proceeds qenerated by the development. There <br />are possibly 6 to 7 years left in the TIF District that <br />has been established for the Grieman property. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-3-88 - CALLING A PUBLIC HEARING ON <br />THE PROPOSED ADOPTION OF THE MODIFIED DEVELOPMENT <br />PROGRAM FOR DEVELOPMENT DISTRICT NO. 1, AND THE <br />PROPOSED ADOPTION OF THE MODIFIED TAX INCREMENT <br />FINANCING PLAN FOR TAX INCREMENT FINANCING DISTRICT N0. <br />4 FOR WEDNESDAY, APRIL 22, 1992 AT 7:30 P.M. <br />Page 18 <br />
