MINUTES <br />CITY COUNCIL <br />MARCH 25, 1992 <br />ADMINISTRATOR TO EXECUTE THE AGREEMENT ON BEHALF OF TAE <br />CITY <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (5) Scalze, Collova, Hanson, Blesener, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />REDISTRICTING The City Administrator reviewed his memo dated March <br />20, 1992 regarding redistricting and its effects on <br />voter precincts within the City. The Administrator <br />presented a map showing the existing two voter <br />precincts within the City as well as a map showing the <br />new Senate and House Districts. Previously the entire <br />City was in District 54A. The City is now split <br />between two Districts. The northeast quadrant of the <br />City is now in District 53B and the remainder of the <br />City is in District 54A. <br />The Administrator reported that in considering the <br />redistricting changes and effects on voter precincts, <br />the voting population of the City's various quadrants <br />was looked at using 35E and Little Canada Road as lines <br />of demarkation. It was noted that the City's existing <br />Precinct 1 has a voting population of approximately <br />4,100 making it one of the largest precincts in the <br />County. The Administrator indicated that this size <br />precinct is difficult to manage. Therefore, to <br />maintain a balance in voting age population using <br />easily defined lines of demarkation, map 4 was <br />presented showing a proposal for three voter precincts. <br />It was proposed that Precinct 1 would consist of the <br />southwest quadrant of the City, Precinct 2 would <br />consist of District 53B, and Precinct 3 would consist <br />of the northwest and southeast quadrants of the City. <br />The Administrator reported that this proposal is <br />acceptable to the Secretary of State as well as the <br />Ramsey County Election Office. The third precinct will <br />require the purchase of an additional voting machine <br />and voter booths. The Administrator reported that he <br />also considered splitting the precincts between the <br />City's two Districts, however, Precinct 1 would then <br />become the second largest precinct in the County and <br />the voting age population at Precinct 1 would be <br />unmanageable. <br />The Administrator presented a map showing precinct <br />voting locations. Precinct 1 would use Roseville Area <br />Middle School, Precinct 2 would use Little Canada <br />Elementary School, and Precinct 3 would use City Hall. <br />The City Administrator reported that the City will be <br />Page 10 <br />
