MINUTES <br />CITY COUNCIL <br />MARCH 25, 1992 <br />proposal is to construct a 65,000 square foot high-tech <br />heart valve manufacturing facility. The site will be <br />accessed by two roads from County Road B with the <br />access roads leading to two parking lots as well as <br />around the building. 328 parking spaces are proposed. <br />Code requires 200 parking spaces, however, the site <br />will have two shifts, and because of overlap in the <br />shifts, it is felt that the 328 parking spaces are <br />necessary. Burow described the two loading dock areas <br />as well as one lower access door at the back of the <br />building. External fuel storage is proposed and this <br />area will be screened. <br />Burow reported that the site will be similar to St. <br />Jude's present site north of Highway 36. St. Jude will <br />try to preserve as much of the good quality of the land <br />as possible. Once developed with both phases I and II, <br />Phase II being an additional 30,000 square feet, the <br />site will remain 62% green area. St. Jude is proposing <br />to enhance the existing wetland area on the site. <br />Parking lots and roofs will drain into the wetland <br />area. There will be a storm sewer system on site, and <br />roads and parking lots will be curbed and guttered and <br />paved with bituminous. <br />Hanson asked if loading docks would be visible from <br />Highway 36. <br />Burow described a large berm area that exists between <br />Highway 36 and the location of the building. The top <br />of the roof of the building will be below the berm <br />elevation. <br />Burow reported that the quality of trees in the area <br />where the building will be constructed are of a lesser <br />variety. Prime trees along the ridge will be <br />preserved. <br />Blesener asked if the 62% green area includes the <br />Highway 36 right-of-way. <br />Burow replied that it did not include the right-of-way <br />nor the wetland area. <br />Blesener asked if the wetland area would be a natural <br />settling pond or if it would have an overflow. <br />Burow reported that the area is currently contained <br />within the site, however, St. Jude is working with the <br />Watershed on an overflow. <br />Hanson asked how soon the project might begin. <br />Page 4 <br />
