MINUTES <br />CITY COUNCIL <br />MARCH 25~ 1992 <br />Burow reported that the proposed schedule calls for <br />construction to start in Spring of 1992 with completion <br />in 1993. <br />Blesener pointed out that St. Jude has been an <br />excellent resident of the City and he would like to see <br />the firm qrow within the City. Blesener stated that <br />the site being considered is not a good residential <br />site since it is bordered by both Highway 36 and 35E. <br />Blesener felt the type of business being proposed by <br />St. Jude for the site is just what the City is looking <br />for. <br />Scalze felt that of all the proposals that the City has <br />looked at for this site, this was the best. Scalze <br />pointed out that the current St. Jude site is one of <br />the prettiest in Little Canada, and she had hoped that <br />the City would have a developer come forward that would <br />use the County Road B site to its fullest extent. <br />A property owner in the area asked about the location <br />of the proposed driveway entrances and if drainage <br />would flow to the west of the driveway. <br />Burow replied that at this point they are not sure <br />which way drainage will go. That issue is currently <br />being studied by City staff and the Watershed. It may <br />go under the railroad tracks to the large basin behind <br />the Water Works and Highway 36. <br />The City Planner reported that the City Engineer and <br />Watershed are looking at the drainage situation. <br />The property owner indicated that drainage cannot go <br />east because the type of soils in that area will not <br />allow water to sink into the ground. The property <br />owner felt that drainage was better going to the west. <br />This property owner also indicated that he has no <br />objection to the St. Jude proposal. <br />There was no one else present wishing to comment on <br />this matter. <br />Upon motion by LaValle, seconded by Blesener, the <br />public hearing was closed. <br />The City Administrator pointed out that previous zoning <br />actions for this site were contingent upon execution of <br />a Development Agreement. This provides protection to <br />the City in the event that the development does not <br />proceed. <br />Page 5 <br />
