MINUTES <br />CITY COUNCIL <br />MARCH 25~ 1992 <br />Peter Carlson, Chesapeake Partners, was concerned that <br />tying the rezoning to the Development Agreement might <br />cause delay to the project should there be a delay in <br />negotiating all the details of that Aqreement. Carlson <br />pointed out that they are working towards an April 22nd <br />date for final PUD approval. <br />The Administrator suggested that the rezoning could be <br />made contingent upon the issuance of building permits <br />for the site. <br />Scalze agreed that should the St. Jude proposal not <br />proceed, she would like the opportunity to revisit the <br />rezoninq decision for the property. Scalze stated that <br />she would be comfortable with tying the rezoning to <br />issuance of building permits. <br />Blesener agreed that the City should protect itself in <br />the event that the St. Jude development proposal does <br />not proceed. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 92-3-99 - APPROVING THE REZONING OF <br />PROPERTY AT 177 EAST COUNTY ROAD B FROM SINGLE-FAMILY <br />RESIDENTIAL (R-1) TO PLANNED UNIT DEVELOPMENT (PUD) <br />CONTINGENT UPON THE ISSUANCE OF BUILDING PERMITS TO ST. <br />JUDE FOR THEIR DEVELOPMENT OF THE SITE, AND FURTHER <br />APPROVING TAE PLANNED UNIT DEVELOPMENT TO PROCESS <br />DEVELOPMENT PROPOSAL FOR 65,000 SQUARE FOOT <br />MANUFACTURING FACILITY AS PROPOSED BY ST. JUDE MEDICAL, <br />INC. <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Blesener, Scalze, Hanson, Collova, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />PUBLIC Hanson opened the Public Hearing to consider the <br />HEARING application submitted by Jim Stellick for a Conditional <br />CUP FOR Use permit to allow the operation of a bingo hall at <br />BINGO HALL the Market Place Shopping Center. Hanson noted that <br />MARKET the City's present ordinance allows one bingo hall, <br />PLACE and there is currently a bingo hall in the City. <br />SHOPPING Hanson also noted that when a Conditional Use Permit <br />CENTER is approved, the property owner has one year within <br /> which to act on the Permit, otherwise the property <br /> owner must request an extension of the Permit. <br /> Stellick reported that the Market Place is requesting <br /> the Conditional Use Permit so that it can be prepared <br /> in the event that there is a change with the status of <br /> the existing bingo hall license.
