MINUTES <br />CITY COUNCIL <br />APRIL 8, 1992 <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Blesener, Collova, Hanson, Scalze. <br />Nays (0). Resolution declared adopted. <br />GAMBLING Council reviewed the application submitted by St. <br />LICENSE John's Church for Exemption from Lawful Gambling <br />ST. JOHN'S License so that the Youth Group can raffle some quilts <br />CHURCH and craft items in order to raise money for their Work <br />Camp project. The raffle will be held on Saturday, May <br />30th. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 92-4-116 - APPROVING THE EXEMPTION FROM <br />LAWFUL GAMBLING LICENSE FOR ST. JOHN'S CHURCH FOR A <br />RAFFLE TO BE HELD ON SATURDAY, MAY 30, 1992 <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Blesener, Scalze, Collova, Hanson, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />BINGO HALL Scalze commented on the problems that the organizations <br />SECURITY operating at the Little Canada Bingo Hall have had as <br />part of the recent audits conducted by the State <br />Gambling Control Board with regard to the hiring of <br />security at the Hall. Scalze reported that she had <br />concern expressed to her that these organizations have <br />gotten into trouble with the State for something that <br />the City has required. Scalze also referred to past <br />Council minutes and correspondence regarding the <br />security issue, noting that it was fairly clear from <br />the beginning that security at the bingo hall would be <br />off-duty security guards. scalze also stated that it <br />was her recollection that the purpose of the security <br />was to control traffic problems at the site. Scalze <br />noted the past history wherein off-duty Ramsey County <br />sheriffs first provided security. After the County <br />decided that the off-duty Sheriff's could no longer <br />work at the bingo hall, a private security company was <br />hired. Currently there are employees whose job title <br />is "checker" which provide security inside the bingo <br />hall, and Scalze felt that this system has evolved away <br />from the Council's initial intent. <br />Scalze suggested since security at the bingo hall is no <br />longer provided according to the Council's initial <br />intent, that is for traffic control, that perhaps the <br />requirement should be removed from the PUD Agreement. <br />Page 4 <br />
