MINUTES <br />CITY COUNCIL <br />APRIL 8~ 1992 <br />Collova stated that his recollection was that security <br />was required by the Council to address traffic and <br />parking concerns. <br />Blesener pointed out that security was a requirement of <br />the PUD Agreement, therefore, the responsibility of the <br />property owner and not the charitable organizations <br />operating at the bingo hall. Blesener noted that the <br />current security is not addressing traffic or parking. <br />Blesener stated that he feels security is needed by the <br />organizations at the bingo hall, but felt that these <br />organizations can address that need on their own. <br />Hanson asked the process for removing the security <br />requirement from the PUD Agreement. <br />The City Attorney suggested that it may be necessary to <br />go through a public hearing process to do this. <br />Collova suggested that before the security requirement <br />is removed, Rainbow Foods should be asked if the <br />current traffic and parking situation is a problem. <br />LaValle pointed out that requiring security outside the <br />bingo hall would create an additional expense for the <br />organizations. <br />Blesener pointed out that the security requirement <br />contained in the PUD Agreement is the responsibility of <br />the building owner. Blesener suggested that the <br />building owner, in addition to Rainbow Foods, also be <br />contacted for his comments on this matter. <br />City staff was instructed to discuss this matter with <br />Rainbow Foods and the bingo hall owner and report back <br />to the Council. <br />MSA The City Administrator reviewed his recommendation as <br />STREET detailed in his memo dated April 3, 1992 suqgesting <br />DESIGNATIONS that since Viking Drive is in need of repairs, it be <br />desiqnated as an MSA street. In order to get the full <br />length of that street designated, the Administrator <br />also recommended that the current MSA designation on <br />County Road B-2 be removed. The Administrator noted <br />that County Road B-2 is in fairly good shape, and if <br />the consolidation plan goes through, the City may <br />receive a State-aid designation on that road as part of <br />the change-over. <br />Blesener noted the Administrator's comments that County <br />Road B-2 was recently approved.
