MINUTES <br />CITY COUNCIL <br />APRIL 8, 1992 <br />LABORE The City Administrator reported that staff feels it <br />ROAD necessary to call for a feasibility study for the <br />FEASIBILITY improvement of LaBore Road from DeSoto Street to <br />STUDY Edgerton due to the very poor condition of that road. <br />Blesener noted that past City policy assessing road <br />reconstruction has been 80% of project costs assessed <br />and 20% picked up through general taxation. Cost of <br />curb and gutter has been assessed at 100%. <br />Scalze asked if the City was in a position to pick up <br />20% of the cost of such an improvement, noting that the <br />property owners on LaBore Road have not initiated an <br />improvement request. <br />The City Administrator replied that the City has the <br />street overlay fund and closed bond fund which could <br />cover the 20% cost as well as finance the initial cost. <br />The Administrator noted that the project would be an <br />MSA improvement, and the City could capture future MSA <br />allocations to finance the City's portion of the cost. <br />The Administrator also noted that the road would <br />probably be improved to a higher standard than a normal <br />residential street, and the property owners could not <br />be expected to fund that portion of the improvement <br />above normal residential street costs. <br />Blesener asked if the width of the road would be <br />increased. <br />The Administrator anticipated that the width would <br />match LaBore Road west of Desoto. <br />Hanson asked if storm sewer would be part of the <br />project. <br />The Administrator indicated that storm sewer would be a <br />critical part of the project. Poor drainage is one of <br />the reasons for the road problems. The Administrator <br />noted that storm sewer would have to be sized to <br />accommodate the eventual improvement of the Vanderbie <br />area with storm sewer. <br />Scalze noted the discussion at the March Park <br />Commission meeting regarding the Watershed's project in <br />Gervais Mill Park and the tying in of storm sewer <br />projects in the LaBore Road and Vanderbie Street area <br />with the pond project. Scalze asked which way storm <br />drainage flowed in the Costa Estates area. <br />The City Administrator reported that when the City <br />Engineer looked at the initial feasibility study for <br />Costa Estates, it was his opinion that almost half of <br />Page 7 <br />
