MINUTES <br />CITY COUNCIL <br />APRIL 22, 1992 <br />Scalze asked the status of the Lake Owasso Residence. <br />Strohbeen reported that the County has indicated that <br />they do not have the funding at this time to build <br />group homes, therefore, the Lake Owasso Residence <br />remains open. It may be two to three years before the <br />County has the necessary funding. Strohbeen reported <br />that Lake Owasso Volunteer Council is trying to <br />convince the County to build the group homes at the <br />existing site. The County has not turned down this <br />proposal at this point. <br />Scalze commented on the condition of the existing <br />building. <br />Strohbeen reported that Lake Owasso Vol. Council <br />recently paid for some repair work to the heating and <br />electrical systems in the building. <br />Scalze pointed out that these types of repairs are the <br />responsibility of the County and the State, and if it <br />were not for Lake Owasso Vol. Council, the County and <br />State would find a way to accept their <br />responsibilities. <br />It was pointed out that recently the residents had to <br />go to the County Public Works Garage to take showers <br />until Lake Owasso Vol. Council had some repairs <br />completed. LaValle expressed concern with the County <br />and State seeking private funds to make these kinds of <br />repairs. <br />Blesener asked if Lake Owasso Vol. Council was putting <br />the majority of its money into an account to build <br />group homes. <br />Strohbeen reported that they presently were not because <br />the money has not been there. Funds are currently <br />being spent on outings for the residents. The funds <br />that were accumulated for groups homes has been turned <br />over to a parents' organization for a group home <br />project conditioned that the project take place in the <br />north suburban area. <br />Staff reported that sheriff's background checks and a <br />signed lease agreement are still pending from Lake <br />Owasso. <br />Strohbeen reported that Lake Owasso is still attempting <br />to negotiate a lease agreement with the owner of the <br />bingo hall. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />Page 11 <br />
