MINUTES <br />CITY COUNCIL <br />APRIL 22, 1992 <br />BINGO HALL There was no one present to represent Movers Warehou5e <br />LICENSE application for renewal of bingo hall license. <br />RENEWAL <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTTON NO. 92-4-138 - TABLING ACTION ON THE <br />APPLICATION FOR RENEWAL OF BINGO HALL LICENSE SUBMITTED <br />BY MOVERS WAREHOUSE <br />The foreqoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Blesener, Hanson, Collova, Scalze. <br />Nays (0). Resolution declared adopted. <br />BINGO HALL The City Administrator reported that he discussed the <br />SECURITY subject of binqo hall security with representatives of <br />the Market Place Shopping Center and Rainbow Foods, as <br />well as the owners of the bingo hall. <br />The Administrator reported that four items were <br />specifically discussed. First, the need for restriping <br />of the parking lot since the paint is fading. Tom <br />Short has indicated that plans are already in the works <br />for restriping the parking lot. The next concern was <br />that the northeast parking area should be curbed. <br />Short has indicated that he will comply with whatever <br />the Council requires for curbing this area. The <br />Administrator reported that he would like to review <br />this in more detail from a safety standpoint. With <br />regard to access to the Market Place parking lot, both <br />the Market Place and Rainbow Foods have indicated that <br />the parkinq which occurs in the Market Place parkinq <br />lots impacts deliveries to the shopping center. The <br />Market Place also indicated that when the bingo hall <br />provided outside security, parking was not a problem. <br />This concern was discussed with Tom Short who indicated <br />that he would take steps to police the problem either <br />through announcements in the bingo hall or notices put <br />on cars. <br />The Administrator reported that the final item that was <br />discussed with the owners of the bingo hall is the curb <br />opening at the back of the property which allows <br />traffic to go around the Market Place Shopping Center. <br />The Market Place would like to see this access olosed <br />because of safety concerns about traffic maneuvering <br />through blind corners around their building. Tom Short <br />was agreeable to close the access but was concerned <br />about fire access to his building. The Administrator <br />stated that City staff would like more opportunity to <br />evaluate this matter to determine the best approach. <br />Page 13 <br />
