MINUTES <br />CITY COUNCIL <br />APRIL 22, 1992 <br />COMMUNITY TELEVISION CHANNELS AND FUNDING SUPPORT, AND <br />PROTECT THE CITY'S AUTHORITY TO CONTROL AND MANAGE ITS <br />PUBLIC RIGHTS-OF-WAY <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Hanson, Blesener, Scalze, Collova. <br />Nays (0). Resolution declared adopted. <br />USED CAR Scalze asked if the City wanted unlimited used car <br />SALES sales allowed in the Industrial District. Scalze <br />pointed out that the City has limitations on used car <br />sales in the B-3 District, however, these limitations <br />do not extend to the Industrial District. <br />The City Planner reported that the City has been faced <br />with a number of requests for both retail and wholesale <br />used car sales in Ryan Industrial Park. The Planner <br />felt that this was because of the inexpensive rents <br />within the Park. The Planner pointed out that there is <br />another application for auto sales to be processed in <br />May. The Planner reported that staff is currently in <br />the process of putting together a map showinq the CUPs <br />for auto sales within Ryan Industrial Park. The <br />Planner pointed out that the City limits the number of <br />auto sales licenses in the B-3 District to three, <br />however, there is no limitation in the I-1 District. <br />Blesener suggested that a moratorium be placed on <br />additional CUPs for auto sales until the City can study <br />this issue further. <br />The City Planner suggested that the City may want to <br />place different requirements on wholesale and retail <br />licenses. <br />Hanson pointed out the car sales operation on Condit <br />Street. <br />Scalze stated that it was her recollection that that <br />business was limited to a maximum of 7 cars. Scalze <br />reported that she drove by the site and counted 14 <br />vehicles on the lot plus 3 on the street. Scalze <br />requested the Building Inspector visit the site, <br />determine the violations, and require the property <br />owner to bring the site into compliance. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-4-146 - PLACING A SIX-MONTH <br />MORATORIUM ON THE ISSUANCE OF ANY ADDITIONAL USED CAR <br />DEALERS SALES LICENSES IN ORDER TO GIVE CITY STAFF AN <br />Page 21 <br />
