Another <br />issue discussed is curbing around the 45-space lot in <br />the northeast corner of the property. The <br />Administrator reported that Mr. Short has agreed to do <br />whatever the Council requires in this regard; however, <br />the Administrator felt that City staff should take a <br />look at this area. The Administrator suggested that if <br />curbing is in the middle of the lot it may create a <br />safety hazard. City staff will provide a <br />recommendation on this issue. <br />The Administrator reported that another issue discussed <br />was the curb opening at the southeast corner of the <br />property. The Administrator reported that Mr. Short <br />has agreed to close that curb opening if the City wants <br />it closed. However, City staff will research this <br />issue to determine if the opening is necessary from a <br />fire access standpoint. <br />The Administrator also reported that he has discussed <br />the issue of bingo hall patron parking in the adjacent <br />Rainbow Foods parking lot and along the south edge of <br />the curbed area separating the two properties. The <br />Rainbow Foods manager feels parking along the curb area <br />restricts customer and delivery access. Market Place <br />Shopping Center management has indicated that when the <br />bingo hall provided outdoor security, this problem did <br />not occur. The Administrator reported that Mr. Short <br />feels that the problem can be alleviated through <br />announcements in the bingo hall as well as notices <br />placed on the vehicles parking along the curb, without <br />the need for an outdoor security person patrolling the <br />parking lot. <br />Blesener reported that he visited the site and observed <br />15 to 20 vehicles parking along the south edge of the <br />curb on the Market Place property. Blesener was <br />concerned about there being enough space in the bingo <br />hall parking lot to accommodate an additional 15 to 20 <br />vehicles. <br />Mr. Short reported that he does not remember a time <br />when the bingo hall parking lot was totally full. <br />Short reported that patrons do not want to park at the <br />back of the lot since it is further to walk than <br />parking along the south side of the curb.
