MINUTES <br />CITY COUNCIL <br />APRIL 27, 1992 <br />along this curbed area at the request of the Rainbow <br />Foods Manager. Short felt that people may be parking <br />in this area again because the no parking has not been <br />enforced. <br />Hanson suggested that the Fire Marshal review the area <br />and determine if it should be posted as a fire lane. <br />Short stated that he would hope the Fire Marshal would <br />look at this issue as well as address the opening in <br />the curb at the southeast corner of the property <br />adjacent to Graebel Moving. Short reported that this <br />opening has been an issue for at least the last four <br />years. During the winter the Market Place plows snow <br />in this area and blocks the opening. Short reported <br />that the access point was not important to him other <br />than from a fire protection standpoint. <br />The City Administrator reported that he looked at this <br />issue when he first began with the City and discussed <br />it with the City Planner. However, no definite <br />conclusion was ever arrived at. <br />Short reported that the curbing plan for the bingo hall <br />was approved by the City, however, it does not matter <br />to him if it is the preference of the City that this <br />access point now be closed. <br />Hanson suggested that the access could be closed by <br />some method that would allow access by fire vehicles <br />but not cars. <br />The Administrator aqreed that the issue of fire safety <br />versus traffic flow needs to be considered. <br />Short reported that he would like to have a definite <br />answer from the City on this issue. <br />LaValle reported that a few years ago he, as well as <br />representatives of the Sheriff's Dept. and Fire Dept., <br />looked at this access from a public safety standpoint. <br />The access had been blocked by the Market Place with <br />snow. LaValle suggested that if a fire occurred in the <br />Graebel warehouse or at the bingo hall, fire vehicles <br />would not be able to access the site with the curb cut <br />blocked. LaValle pointed out the existence of a fire <br />hydrant in this area, and pointed out that with the <br />access blocked, firemen would have to drag hose a long <br />distance. LaValle did not feel the buildings in the <br />area could be isolated from a fire protection <br />standpoint. LaValle suggested that some means of <br />restricting the access to car traffic should be used <br />that would still allow access by fire vehicles. <br />Page 3 <br />
