MINUTES <br />CITY COUNCIL <br />APRIL 27~ 1992 <br />It was pointed out that the property has a Rice Street <br />access, however, when bingo is being conducted, the <br />parking situation is such that fire vehicle access <br />through the property would be very difficult. <br />Blesener did not feel, from a public safety standpoint, <br />it was a good idea to close off the access point. <br />Blesener pointed out that the Market Place is <br />interested in seeing business from bingo hall patrons. <br />Blesener felt the problem was with cars driving around <br />the blind corners of the Snyders Bros. store at the <br />east end of the Market Place Shopping Center. <br />LaValle felt it was incumbent upon the Market Place to <br />control the traffic flow around their building. <br />Scalze stated that she can understand the Market Place <br />concerns. Scalze pointed out that there is a problem <br />with two businesses operating on one property, that is <br />the bingo hall and Graebel Movers. Scalze felt that <br />from a public safety standpoint there should be <br />adequate space left for fire trucks to access the bingo <br />hall property from Rice Street. <br />Short pointed out the existence of the fire hydrant at <br />the back of the Market Place property. Short suggested <br />that another solution would be to require tire-to-curb <br />parking along the northerly side of the curbing, rather <br />than parallel parking. This will give more room for <br />fire vehicle access via Rice Street. However, there is <br />still the need for the Fire Department to access the <br />fire hydrant on the Market Place property. <br />Scalze stated that she recalled that when the site plan <br />for the bingo hall was initially reviewed there was <br />adequate parking. <br />Short agreed, but pointed out that parking does degrade <br />and the bingo hall has allowed people to angle park <br />along the curbing because no one has said anything. <br />Scalze pointed out that there was an area in the back <br />of the property where some sheds existed that was <br />reserved as additional parking should the need arise. <br />Short reported that the shed are still there and the <br />property continues to be reserved. However, the <br />existing parking lot has never been fully utilized. It <br />may be close to being fully utilized if angle parking <br />is prohibited and no parking allowed on the south side <br />of the curb. <br />Scalze reported that these issues have arisen due to <br />Page 4 <br />
