MINUTES <br />CITY COUNCIL <br />APRIL 27, 1992 <br />the State's audits of the various charities and the <br />State's actions in not allowing security as an <br />allowable expense. At that time the City reviewed the <br />original PUD Agreement and noted that the City had <br />required outdoor security to control traffic on the <br />site. This was a requirement of the bingo hall owner, <br />and not the individual charities. Scalze reported that <br />it was her feeling that if parking and traffic control <br />are working on the site, the PUD Agreement could be <br />amended to remove the security requirement. <br />Short reported that the bingo hall originally thought <br />that full-time outdoor security was needed. Aowever, <br />over the years it was discovered that an outdoor <br />security person was not needed once the bingo game <br />started. Short reported that currently the <br />organizations have two security people by the door area <br />to oversee the parking lot, but it has not been <br />practical to have these people out in the middle of the <br />lot. <br />Scalze reported that her only concern was the <br />requirement of the City to have outdoor security, and <br />the relation of that requirement to the State audit. <br />The City required this security for traffic control, <br />and it is a requirement outlined in the PUD Agreement. <br />LaValle reported that he and Blesener visited the site <br />on Friday evening, and there were three semi's parked <br />in the 45 space area. LaValle suggested that these <br />semi's be moved to the north side of the building. <br />Short reported that he did not realize there was a <br />problem, and can arrange to have these semi's parked in <br />another location. <br />Blesener felt that the additional parking would need to <br />be utilized where these semi's have been parked when <br />the vehicles that have been parking in the Rainbow lot <br />move over. <br />Short suggested that he discuss truck parking with <br />Graebel and arrange for the semi's to be moved. Short <br />also requested a definite answer from the fire <br />authority concerning the curb cut next to Graebel. <br />The City Administrator reported that staff will look at <br />this issue as well as the issue of traffic control <br />around the corner at Snyders. <br />Short also sugqested that there may be a need to <br />prohibit curb side parking on the south side of the <br />curb area. Short felt there was enough parking in the <br />bingo hall lot to accommodate these cars. <br />Page 5 <br />
