MINUTES <br />CITY COUNCIL <br />APRIL 27, 1992 <br />Hanson asked if the south side of the curb area is <br />posted as no parking or a fire lane if the Sheriff will <br />have the right to enforce the restriction. <br />LaValle replied that the Sheriff could enforce it, and <br />pointed out that if an area is posted as a fire lane <br />the accepted policy is to have vehicles in a fire lane <br />towed since tagging will not ensure that the fire lane <br />is cleared. <br />Scalze felt that the parking situation should be <br />monitored and additional parking required if there <br />proves to be inadequate parking at the site. Scalze <br />pointed out that there is area reserved for additional <br />parking if it is decided its necessary. <br />Short pointed out that when the site plan was <br />originally presented, the parking exceeded Code <br />requirements. <br />Scalze pointed out that the bingo hall has added a no <br />smoking section since that time. <br />Scalze also reported that when the Market Place <br />requested a CUP for a bingo hall, the City made it <br />clear that there is only one bingo hall license allowed <br />in the City, and approval of a CUP for the Market Place <br />did not give them any special interest in the eyes of <br />the City. Scalze stated that the City is not trying to <br />hassle the existing bingo hall operation to make it <br />easier for the Market Place, but rather address some <br />issues and concerns that exist. <br />LaValle agreed that the City made it clear that <br />approval of a CUP for the Market Place provided them <br />with no vested interest for a bingo hall license should <br />one become available. <br />Hanson reported that City staff, including the Fire <br />Marshal and City Planner, will evaluate the concerns <br />raised and come back with some recommendations. <br />The City Administrator asked Mr. Short if the <br />representations he made earlier in the meeting <br />regarding his conversation with Mr. Short on April 22nd <br />were accurate. <br />Short replied that they were and indicated that he was <br />not opposed to doing anything that is reasonable. <br />Short also reported that he did not believe that <br />business was down at the binqo hall as has been <br />reported by some of the organizations.
