MINUTES <br />CITY COUNCIL <br />MAY 27, 1992 <br />street reconstruction and storm sewer improvement is <br />feasible. LaBore Road is in a very deteriorated <br />condition and is currently requiring a great deal of <br />maintenance dollars to keep up. It is proposed that <br />MSA funds be used to cover a portion of the cost of the <br />project since the road is heavily used and the <br />improvement would be difficult to finance without the <br />use of these funds. <br />Collova questioned the feasibility of assessing <br />property owners $75 per front foot. <br />The Engineer recommended that before proceeding with <br />the project the City get appraisals to show the amount <br />of benefit that properties would derive from the <br />project. The Engineer also suggested that the City <br />review its current assessment policy. The Engineer <br />estimated that the assessment for the DeSoto Street <br />improvement was $73.50 per front foot. <br />Collova suggested that the City will need to come up <br />with some alternatives since he did not believe it <br />would be feasible to assess the improvement at $75 per <br />front foot. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 92-5-176 - ACCEPTING TAE LABORE ROAD <br />FEASIBILITY STUDY AS PRESENTED BY THE CITY ENGINEER <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Blesener, Scalze, Collova, LaValle, Hanson. <br />Nays (0). Resolution declared adopted. <br />Council discussed the cost of the project. <br />The Engineer pointed out that whatever portion of cost <br />remains after assessments are levied could be picked up <br />by MSA funds. The Engineer pointed out that City <br />policy has been to assess for street reconstruction. <br />LaValle felt that the project was an expensive one <br />regardless of the source of revenue to cover costs. <br />The City Administrator agreed that the project was <br />expensive pointing out that part of the reason is that <br />the street will have to be constructed to MSA standards <br />in addition to sizing of storm sewer to accommodate <br />future development to the north. The Administrator did <br />not feel the City would gain an economy of scale by <br />combining this project to others since the high cost of <br />meeting MSA standards might raise the cost of other <br />projects. <br />Page 10 <br />
