MINUTES <br />CITY COUNCIL <br />MAY 27, 1992 <br />Scalze pointed out that the City has never assessed <br />storm sewer projects on a large scale, although she is <br />aware that other cities do. Little Canada has always <br />paid for storm sewer projects through general taxation. <br />Scalze suggested that perhaps it is time to put more of <br />these improvements on assessments rather than raise <br />general fund taxation. <br />The City Engineer indicated that most cities are <br />finding it difficult to assess on an area basis because <br />it is difficult to determine boundaries. Some cities <br />are creating storm sewer utilities and adding a charge <br />to utility bills for storm sewer. The dollars <br />generated in this way are placed in a pool and used on <br />an as-needed basis to fund storm sewer improvements. <br />The City Administrator indicated that the City should <br />clarify its assessment policy. The Administrator <br />pointed out that the proposed $75 assessment covers <br />street reconstruction only, and felt the City would be <br />hard-pressed to add a storm sewer assessment as well <br />and prove benefits received. The Administrator <br />indicated that storm sewer improvements are the <br />toughest improvement to assess. The Administrator <br />suggested that the City investigate creating a storm <br />sewer utility or storm sewer districts. The <br />Administrator pointed out that the LaBore Road area has <br />not had a good drainage outlet, and it would be <br />difficult to allow development to occur to the north <br />without an outlet. The Administrator reported that his <br />ooncern would be that a past precedent exists in that <br />the City has not assessed trunk sewer costs. <br />Blesener agreed that it would be difficult to change <br />the City's policy on storm sewer improvements at this <br />time. <br />Scalze pointed out that times are changing since money <br />is tight and perhaps it is time to consider a policy <br />change. <br />Council discussed the timing of the improvement <br />hearing, wanting to ensure that all Council Members <br />were present for the hearing, since Blesener indicated <br />that he would not be present for the second Council <br />meeting in June. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-5-177 - CALLING AN IMPROVEMENT <br />HEARING TO CONSIDER THE IMPROVEMENT OF LABORE ROAD FROM <br />DESOTO STREET TO EDGERTON STREET BY STREET <br />RECONSTRUCTION AND STORM SEWER FOR TUESDAY, JUNE 16, <br />1992 AT 7:30 P.M. <br />Page 11 <br />
