MINUTES <br />CITY COUNCIL <br />MAY 27, 1992 <br />Hanson asked if the road elevation would change. <br />The Engineer reported that road elevations would change <br />in some areas of the improvement either 6 to 8 inches <br />either way. <br />Hanson pointed out that there are three homes along the <br />west side of Edgerton Street south of LaBore Road <br />without watermain. Hanson asked if it would be <br />feasible to extend watermain to these homes as part of <br />this project. <br />The Engineer replied that watermain extension is not <br />being considered as part of the LaBore Road project. <br />The Engineer pointed out that due to the terrain along <br />Edgerton, watermain will need to be installed west of <br />the storm sewer and additional easements may be <br />necessary for a watermain project. <br />Scalze asked if the storm sewer project consisted of an <br />underground pipe with a swale on top. <br />The Engineer replied that this was correct. Water will <br />be conveyed through the pipe, however, in occurrences <br />of high intensity storms, there may be water in the <br />swale. <br />Collova asked when the Edgerton Street watermain <br />feasibility report would be completed. <br />The City Engineer replied that that report is being <br />included in a much larger report, which will include <br />Edgerton Street north to County Road D as well as the <br />Vanderbie and Allen areas. The Engineer anticipated <br />that this report would be ready in August. <br />The Engineer presented to the Council a preliminary <br />assessment roll and cost apportionment for the LaBore <br />Road project. The Engineer pointed out that he is <br />proposing, for illustration purposes, that benefitting <br />property owners be assessed at a cost of $75 per front <br />foot for the street reconstruction portion of the <br />improvement. MSA funds would also be used to pay a <br />portion of street reconstruction. The proposal does <br />not include an assessment for the storm sewer portion <br />of the improvement with possibly the City, County and <br />MSA funds covering storm sewer improvement costs. <br />The City Administrator anticipated that either closed <br />bond funds or construction account funds could be used <br />to cover the City's share of the cost. <br />The Engineer reported that the proposed LaBore Road <br />Page 9 <br />
