MINUTES <br />CITY COUNCIL <br />MAY 27, 1992 <br />Blesener asked if an R-1 zoning would have made any <br />difference to Zender's situation. <br />Zender felt that it would have prior to the <br />construction of Kandice Heights. <br />Blesener disagreed, feeling that the property would not <br />be purchased as residential. <br />Scalze stated that she would like to see something <br />happen in the area, pointing out that the City tried to <br />get any developer it could interested. The City has <br />tried to do the best it could. <br />Malsam asked about other development proposals, such as <br />apartments, that were turned down. <br />Scalze did not recall an apartment proposal, and <br />pointed out that there is no support in the City for <br />additional apartment development. <br />Zender asked about a townhouse development. <br />Blesener stated that he did not believe this was a <br />residential area. Blesener pointed out that the City <br />has assessments and appraisals done of the area, and <br />were told that this was the best use. <br />Zender again stated that the quality of life along <br />Country Drive for the people who live there has gone <br />down the tubes. Zender suggested that the City sell a <br />bond and buy out the residential property owners. <br />Scalze felt that there would be other taxpayers in the <br />City who would not support this, and that Zender was <br />asking for something other taxpayers don't get. <br />The City Administrator referred to his past analysis <br />which indicated that once Phase III is developed, there <br />may be excess increments available to purchase the <br />residential properties. <br />PIONEER Hanson referred to the Park Commission meeting of <br />PARK May 21st at which there was lengthy discussion about <br />PARKING parking problems at Pioneer Park. At that meeting the <br />PROBLEM Commission instructed City staff and the Park <br />Consultant to come up with some temporary solutions to <br />the problem. <br />The Park & Rec Director reported that since the <br />beginning of team play in Pioneer Park a couple of <br />weeks ago, it has become evident that there is a <br />Paqe 15 <br />
