MINUTES <br />CITY COUNCIL <br />MAY 27, 1992 <br />shortage of parking. Morelan pointed out that from the <br />beginning of the process in 1988, the Park Commission <br />tried to limit the amount of parking at the site. It <br />was hoped that the industrial property to the north <br />would develop and a shared parking arrangement could be <br />worked out for Park use on evenings and weekends. <br />However, this has not happened. <br />The Director reported that the degree of parking <br />shortage depends on the use. Currently, the worst <br />problem appears to be on Wednesday evenings, when there <br />are adult teams utilizing the fields for back-to-back <br />games. This creates an overlap of parking demand when <br />teams are leaving and others are arriving. <br />The Director reported that the Commission had some <br />discussion that there was more demand for parking from <br />adult teams versus youth. However, that cannot be <br />determined until the youth team play begins in the next <br />couple of weeks. <br />The Director reported that as a solution to the parkinq <br />problem he has considered the possibility of <br />rescheduling of teams, however, did not find that to be <br />feasible since the City does not have the luxury of <br />enouqh other fields without completely rescheduling <br />both youth and adult teams. The Director also reported <br />that he did not want to mix adult and youth usage at <br />any facilities. <br />The Director also pointed out that the fee being <br />charged adult leagues is approximately what they are <br />paying in neighboring communities since Little Canada <br />does not provide umpires, balls, or keep track of <br />scores. The Director felt that for the fee being <br />charged the adult leagues, they should be able to use <br />Pioneer Park and not have their leagues split up <br />between different complexes. <br />The Director outlined what he felt was a short-term <br />solution to the parkinq problem at Pioneer Park, <br />feeling that a long-term solution will require further <br />study. The short-term parking solution included <br />eliminating parking on Centerville Road due to safety <br />issues and the concerns of the neighbors, allowing <br />parking for the next couple of months on the west side <br />of DeSoto Street rather than the east, with no parking <br />near the entrance to the parking lot to ensure adequate <br />visibility. The Director also recommended that he put <br />together notices to all the leagues and make them aware <br />of the additional parking on the DeSoto Street side of <br />the park. The Director felt that these measures would <br />eliminate 90% of the parking problem for this season, <br />Page 16 <br />
