MINUTES <br />CITY COUNCIL <br />MAY 27, 1992 <br />TWIN LAKE Aanson noted that the Council tabled action at its <br />BLVD. last meeting on the proposed improvement of Twin Lake <br />IMPROVEMENT Blvd. by shoulder paving. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-5-171 - BRINGING THE PROPOSED TWIN <br />LAKE BLVD. SHOULDER IMPROVEMENT TO TABLE <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) Scalze, Blesener, Hanson, LaValle, Collova. <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that he and the City <br />Engineer met with Dan Schacht, Ramsey County Engineer, <br />regarding the Twin Lake Blvd. shoulder paving <br />improvement. Schacht explained that the proposal is to <br />pave Twin Lake Blvd. at a width of 32 feet. 24 feet <br />will be actual driving surface with 4 foot paved <br />shoulders on either side. It was reported that it is <br />possible to install the 32 foot width at all points <br />along the road in Little Canada. The City <br />Administrator reported that part of the improvement is <br />in Vadnais Heights, and that City has entered into the <br />shoulder paving agreement with the County. <br />The City Administrator strongly recommended in favor of <br />the improvement. The Administrator felt the <br />improvement would be a benefit from a public safety <br />standpoint, noting the pedestrian and bike traffic <br />along the road. The Administrator indicated that <br />without paved shoulders, the gravel shoulders will be a <br />maintenance issue in the future. <br />The Mayor asked if there was anyone from the general <br />public present wishing to comment on this matter. <br />Todd Summer, 285 Twin Lake Trail, submitted a petition <br />to the Council in support of the improvement. Summer <br />pointed out that there are many children in the area <br />who would use the shoulder. Summer indicated that this <br />is the only ingress/egress for the Twin Lake Road/Trail <br />area. Summer stated that the cost is minimal and felt <br />that the improvement should be undertaken for the good <br />of the community. <br />Blesener stated that he drove through the area and felt <br />that the City would be remiss in not approving the <br />improvement. Blesener pointed out the minimal cost. <br />Aanson agreed. <br />Page 4 <br />
