MINUTES <br />CITY COUNCIL <br />MAY 27, 1992 <br />Scalze agreed, and suggested that in the future when <br />improvements such as this one are proposed, that <br />residents of the entire area should be notified and not <br />just those directly effected. Scalze pointed out that <br />the City pays 20% of the cost of the improvement <br />through general taxation, and the City must consider <br />what is good for the entire area. <br />There was no one else from the general public present <br />wishing to comment. <br />Upon motion by Blesener, seconded by Scalze, the public <br />hearing was closed. <br />LaValle suggested that since shoulder improvements are <br />used for casual recreation, the City consider paying a <br />portion of the cost from park funds. <br />Blesener disagreed. Blesener pointed out that the cost <br />involved is minimal, and City policy has been to assess <br />80% of the cost to abutting properties and 20% through <br />general taxation. Blesener pointed out that shoulders <br />are needed from a safety standpoint such as plowing and <br />for longer road life. Blesener stated that he would <br />not support paying for shoulder improvements from park <br />funds. <br />Scalze aqreed, pointing out that shoulder paving is a <br />public safety issue. Scalze questioned whether paved <br />shoulders were wide enough to meet bike path standards. <br />Collova indicated that he did not support paying for <br />paved shoulders with park funds. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-5-172 - ORDERING THE IMPROVEMENT OF <br />TWIN LAKE BLVD. BETWEEN VADNAIS BLVD. AND VADNAIS BLVD. <br />BY BITUMINOUS SHOULDER PAVING AND AUTHORIZING THE MAYOR <br />AND CITY ADMINISTRATOR TO EXECUTE THE SHOULDER PAVING <br />AGREEMENT WITH RAMSEY COUNTY ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Blesener, Scalze, Collova, Hanson, LaValle. <br />Nays (0). Resolution declared adopted. <br />CONDITIONAL The Mayor opened the public hearing to consider the <br />USE PERMIT application submitted by Lenardo Body Shop for a <br />AUTO SALES Conditional Use Permit to allow retail auto sales <br />LENARDO within Ryan Industrial Park.
