MINUTES <br />CITY COUNCIL <br />JUNE 10, 1992 <br />Sheriff~s investigation of the clown sightings, and <br />reported that this situation was qrossly blown out of <br />proportion by the media. There have been no additional <br />sightings in the last three weeks, and no one was <br />harmed in the incidents. <br />Votel then reviewed a grid that was prepared showing <br />the "hot spots" of crime activity in the City. "Hot <br />Spots" were identified as the Montreal Courts apartment <br />complex, the Grand Pre' apartment complex, the Viking <br />Drive/Rice Street area, the Little Canada Road/Rice <br />Street area, and the Country Drive area. Votel <br />reported that the patrol officer is well aware of these <br />areas and will patrol them more frequently. <br />Votel reported that beginning July 1st, the Sheriff's <br />Department will enact a new policy on domestic violence <br />which will require deputies when making an arrest in <br />this type of situation to contact the family violence <br />network for social assistance for the victim. This is <br />an attempt to get the victim social assistance that may <br />help stop the cycle of violence and bridge the gap <br />where law enforcement walks away and social services <br />are needed. <br />Votel then reviewed a new policy that is being enacted <br />from a fire investigative standpoint because of search <br />and seizure laws. Votel reported that state Law <br />delineates the Fire Chief and Fire Marshal as being <br />responsible for establishing cause and origin of fires. <br />Therefore, the Sheriff's Department does not involve <br />itself in the establishment of cause and origin or in <br />the collection of evidence. Once the Fire Chief would <br />say that a fire was likely caused by arson, the <br />Sheriff's Department will begin its investigation, but <br />only with consent of the owner or a search warrant. <br />Votel reported that with this new policy in place, it <br />may be that the City's Fire Chief will need training <br />for cause and origin investiqations. <br />Hanson asked if there were any crime prevention tips <br />the Sheriff's Department would like to pass on. <br />Votel replied that citizens should not hesitate to call <br />the Sheriff's Department to report suspicious <br />incidents, and also urged people to lock doors and <br />windows. Votel also suggested that when going on <br />vacation, people should inform their neighbors and <br />alert them to the identity of people or vehicles that <br />may be at their home while they are gone. <br />Page 3 <br />
