MINUTES <br />CITY COUNCIL <br />JUNE 10, 1992 <br />will get caught up and there will be time for long <br />range planning and quarterly workshops. <br />The City Administrator felt that this was his weakest <br />area, because of the time that day-to-day activities <br />take it is hard to step back and do long range <br />planning. However, some long range planning has been <br />done in areas of financial planning with the recent <br />debt restructuring. The Administrator felt that he <br />tended to be more reactive. <br />Blesener noted that projects such as the City Aall <br />remodeling, new fire station, park development, <br />development agreements with developers, pro-active <br />approach on developers' are all long-range planning <br />projects. <br />Hanson asked if there was long-range planning being <br />done by the Public Works Superintendent. <br />The City Administrator replied that Public Works and <br />the City Engineer have been working on a 5-year street <br />reconstruction plan. However, there are areas such as <br />the capital improvements program where long range <br />planning is needed. Also, long range drainage planning <br />is needed, however, this is an expensive project. The <br />Administrator also pointed out that when watermain was <br />petitioned for on Edgerton, the feasibility study was <br />enlarged to include a larger area. The Administrator <br />considered this to be long range planning. <br />Council next discussed the category of "Relationship <br />with Public/PUblic Relations". <br />Blesener rated the Administrator as exceeding <br />expectations in this area. Blesener noted that the <br />Administrator has tried to instill in the staff that <br />residents are the City's customers and should be <br />treated as such. Blesener felt that the City's image <br />needed improvement from a visibility standpoint, and <br />the felt that removal of dilapidated houses and the gas <br />station on Rice Street would improve the chance for <br />increased City pride. Blesener felt that a general <br />clean up of the City is needed, and this was an area <br />that the City Administrator could work on. <br />Hanson felt there was a need for improved civic pride <br />in all employees, noting that when there is trash on <br />roads, for example, employees should either report this <br />so it can be picked up, or Public Works employees <br />should be picking up trash when doing routine <br />inspections around the City. <br />Page 4 <br />
