MINUTES <br />CITY COUNCIL <br />JUNE 10, 1992 <br />The City Administrator reported that this topic is <br />scheduled for discussion at the next staff ineeting. <br />Blesener noted that the City Administrator treats the <br />public fairly and consistently. <br />LaValle asked about the structural chain of command <br />when the City Administrator is not present, and the <br />City Administrator explained that each department head <br />is responsible for his staff. The Administrator also <br />explained that administrative staff is instructed in <br />what to look for or do while he might be away, but one <br />person is not necessarily put in charge. <br />The next area of discussion was "Intergovernmental <br />Relations". Hanson felt that the City Administrator <br />was doing a good job in this area, noting his <br />involvement with the Sheriff's Department. <br />Blesener rated the Administrator as exceeding <br />expectations in this area, and noted that the <br />Administrator has become a local expert on construction <br />management. Blesener also noted the Administrator's <br />involvement with the Sheriff's Department and the <br />County Consolidation Committee. Blesener stated that <br />he would like to see more involvement with the Chamber <br />of Commerce. <br />Scalze stated that the Suburban Chamber is struggling, <br />their budget is almost non-existent, therefore, there <br />is not a lot they can do. Scalze did not encourage the <br />Administrator to spend a lot of time in this area under <br />the current circumstances unless it is for a special <br />project either he or the City Council feels important. <br />The Administrator pointed out his and the Mayor's <br />involvement with the Chamber in the area of economic <br />development. However, with the departure of some of <br />the members, not a lot of progress has been made in <br />this area. <br />Council next discussed "Professional/Personal <br />Development". The Council noted and congratulated the <br />Administrator on receipt of his Master's Degree in <br />Public Administration. <br />The City Administrator noted that in 1991 $1,350 was <br />budgeted for an education allowance for him, and asked <br />if this could be allocated to costs he incurred in <br />1992, which include $750 for his thesis class, as well <br />as City staff hours in preparing the thesis document. <br />Council was aqreeable to this request, feeling that <br />completion of the thesis was a benefit to the City. <br />Page 5 <br />
