MINUTES <br />CITY COUNCIL <br />JUNE 16, 1992 <br />Mrs. Klein reported that she has a price from Archie <br />Ducharme of $600 for capping the well. <br />The City Administrator stated that the City is willing <br />to be reasonable, but would expect the same treatment <br />in return. <br />Blesener pointed out that the Council's resolution <br />includes instructions to the City Attorney and City <br />Administrator to work towards the lowest price. <br />David Klein pointed out that one of the bidders <br />submitted a lower price to them. <br />Blesener stated that the City can only go by the bids <br />it received. <br />The City Administrator indicated that the City does not <br />intend to spend the Klein money needlessly. The <br />Administrator also reported that he would check on the <br />issue of the foundation and whether or not it needed to <br />be removed. The Administrator pointed out that the <br />Building Official has already indicated that removal is <br />necessary, but he would discuss this with him. The <br />Administrator felt that leaving the basement would <br />hamper the constructability of the site. <br />Blesener pointed out that the property is zoned B-3, <br />and the City cannot issue a building permit to rebuild <br />the residential home. <br />Mrs. Klein indicated that she does not want to rebuild <br />her house. <br />David Klein reported that there is a concrete wall <br />completely across the back width of the property, and <br />suggested that this will be a problem in removing the <br />foundation. Klein asked for a copy of the B-3 zoning <br />ordinance so that he could determine what uses the <br />property could be put to. Klein also pointed out that <br />when the property to the south was developed, the <br />developer placed the building one foot from the <br />property line, and the eves of the building actually <br />hung over onto the Klein property. Klein questioned <br />the legality of this. <br />Mrs. Klein reported that the pipeline safety report <br />indicated that a pipe was cut in the building to the <br />south, and Klein felt that this clearly indicated that <br />arson was involved. Klein stated that she could not <br />believe that the City allowed the building to be built <br />so close to her home. <br />Page 17 <br />
