MINUTES
CITY COUNCIL
JUNE 16, 1992
Mrs. Klein reported that she has a price from Archie
Ducharme of $600 for capping the well.
The City Administrator stated that the City is willing
to be reasonable, but would expect the same treatment
in return.
Blesener pointed out that the Council's resolution
includes instructions to the City Attorney and City
Administrator to work towards the lowest price.
David Klein pointed out that one of the bidders
submitted a lower price to them.
Blesener stated that the City can only go by the bids
it received.
The City Administrator indicated that the City does not
intend to spend the Klein money needlessly. The
Administrator also reported that he would check on the
issue of the foundation and whether or not it needed to
be removed. The Administrator pointed out that the
Building Official has already indicated that removal is
necessary, but he would discuss this with him. The
Administrator felt that leaving the basement would
hamper the constructability of the site.
Blesener pointed out that the property is zoned B-3,
and the City cannot issue a building permit to rebuild
the residential home.
Mrs. Klein indicated that she does not want to rebuild
her house.
David Klein reported that there is a concrete wall
completely across the back width of the property, and
suggested that this will be a problem in removing the
foundation. Klein asked for a copy of the B-3 zoning
ordinance so that he could determine what uses the
property could be put to. Klein also pointed out that
when the property to the south was developed, the
developer placed the building one foot from the
property line, and the eves of the building actually
hung over onto the Klein property. Klein questioned
the legality of this.
Mrs. Klein reported that the pipeline safety report
indicated that a pipe was cut in the building to the
south, and Klein felt that this clearly indicated that
arson was involved. Klein stated that she could not
believe that the City allowed the building to be built
so close to her home.
Page 17
