MINUTES <br />CITY COUNCIL <br />JUNE 16, 1992 <br />PUBLIC <br />HEARING <br />LABORE ROAD <br />IMPROVEMENT <br />HEARING <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (4) Blesener, Collova, Scalze, Hanson. <br />Nays (0). Resolution declared adopted. <br />Mrs. Klein stated that she objected to the Council's <br />action, as well as the fact that the meeting is not <br />being videotaped. Klein asked if she could address the <br />Council with some additional concerns she had. <br />The Mayor pointed out that a public hearing has been <br />scheduled for this evening, and reported that the <br />Council would come back to Mrs. Klein after the public <br />hearing has been concluded. <br />The Mayor opened the Public Hearing to consider the <br />improvement of LaBore Road from DeSoto Street to <br />Edgerton by street reconstruction, concrete curb and <br />gutter and storm sewer. <br />The City Engineer presented to the Council a <br />feasibility report for the improvement of LaBore Road <br />as described above. The Engineer reported that this <br />report looks at the kind of improvements that are <br />needed and estimates the cost of these improvements. <br />The Engineer reported that one of the most difficult <br />parts of the process is to address improvement costs <br />and the manner by which the improvement will be <br />financed. The Engineer pointed out that it is proposed <br />that a portion of the cost of the improvement be <br />assessed. If the improvement is ordered, the Council <br />will later hold an assessment hearing at which an <br />actual assessment roll will be presented. The Engineer <br />reported that the costs discussed this evening are <br />preliminary in nature, and actual costs are presented <br />at an assessment hearing. <br />The City Engineer reported that the length of the <br />improvement of LaBore Road between DeSoto Street and <br />Edgerton Street is 1,320 feet. Sanitary sewer and <br />watermain already exists in this area, and the current <br />street is classified as a rural section street without <br />curb and gutter. Street width varies between 28 and 32 <br />feet. The proposal is for a 32-foot wide street with <br />concrete curb and gutter. Street improvement <br />specifications will include 12 inches of gravel base <br />and 4 1/2 inches of bituminous. The street is proposed <br />to be constructed to 9-ton commercial standards because <br />of the traffic loading on the street. A typical <br />residential street would have 8 inches of gravel base <br />and 3 inches of bituminous base, as well as a 32-foot <br />width. <br />Page 4 <br />
