MINUTES <br />CITY COUNCIL <br />JUNE 16, 1992 <br />The Engineer reported that the project also involves <br />storm sewer improvement work. The Engineer described <br />the current drainage of the area, and the proposal for <br />a trunk storm sewer line along the west side of <br />Edgerton Street running from LaBore Road to Gervais <br />Mill Park. Lateral storm sewers would be installed on <br />LaBore Road to the Vanderbie Street area. <br />The Engineer reported that the street improvement doee <br />not include substantial change in the grade of the <br />street, perhaps only 4 to 6 inches in some areas. <br />Since sanitary sewer and water is already in place, <br />there are only limited grade changes that can be made. <br />The Engineer reported that this portion of LaBore Road <br />is classified as a Municipal State Aid street. <br />Therefore, MSA funds, which are derived from gas and <br />road tax dollars, can be used to assist in the <br />improvement of the street. However, in order to use <br />MSA funds, the street must be reconstructed to MSA <br />requirements. <br />The Engineer reviewed the cost of the improvement which <br />is as follows: <br />LaBOre Road Street Improvements $224,795 <br />Edgerton Lateral Storm Sewer 24,075 <br />Trunk Storm Sewer Improvements 58,184 <br />Total Project Costs $307,054 <br />The Engineer then reviewed two options for division of <br />the cost. Option 1 involved the determination that it <br />would cost $139,154 to construct a typical 7-ton <br />residential street without the MSA requirements. The <br />Engineer noted that there is only 2,640 feet of <br />assessable front footage along LaBore Road, and in <br />actuality only 1,616 feet can be assessed given the <br />corner lots in the area which front on adjacent <br />streets. City policy has been to assess side lots at <br />20% of their footage. The Engineer also noted that <br />past City policy has been to assess road reconstruction <br />at 80% of cost, with the remaining 20% paid for through <br />general taxation, and curb and gutter assessed at <br />100%. The Engineer reported that past City policy has <br />been to pay for storm sewer improvements through <br />general taxation, and the City pays the cost difference <br />between a 7-ton and 9-ton road. The Engineer reported <br />that using this information, under Option 1 he arrives <br />at a front footage assessment to the property owners of <br />$~1.63. <br />The City Engineer reviewed Option 2 which takes into <br />account the many corner lots along LaBore Road and <br />treats the improvement as if it were a more typical <br />street without the many corner lots.
