MINUTES <br />CITY COUNCIL <br />JUNE 16, 1992 <br />assessment under Option 2 would be $53.93 per front <br />foot, with additional improvement costs being picked up <br />by the City. Under Option 2$87,197.26 in improvement <br />costs would be assessed, while under Option 1 <br />$139,154.10 would be assessed. <br />The City Engineer went on to present a preliminary <br />assessment roll using the $53.93 per front foot cost. <br />Collova asked how a 75 foot frontage was arrived at for <br />Lot 13. <br />The City Engineer pointed out that this lot has a 10 <br />foot access to LaBore Road, which is its only street <br />access. Therefore, it is only fair to include this lot <br />in the assessment. The Engineer explained that the <br />City has a minimum lot width of 75 feet, and this is <br />the figure used for calculating the proposed assessment <br />for Lot 13. This is how the City has handled similar <br />situations in the past. <br />Mrs. Donovan asked about the difference in assessment <br />costs between Option 1 and 2. <br />Blesener noted that the City would use MSA funds to <br />make up the difference. <br />The City Engineer explained that the State allocates to <br />the City a certain amount of MSA funds each year for <br />future road needs. Unfortunately, MSA dollars are <br />limited, and the City usually tries to make them <br />stretch as far as possible. The Engineer reported that <br />streets need to meet certain criteria before they can <br />be allocated as MSA streets. This portion of LaBore <br />Road qualifies. <br />Collova asked if MSA funds will pick up the difference <br />between the total project costs of $307,054 and the <br />amount proposed to be assessed of $87,197.26. <br />The City Engineer reported that he has estimated that <br />$225,000 of project costs would be eligible for MSA <br />funding. The Engineer pointed out that MSA funds are <br />City dollars that are allocated toward MSA street <br />improvement projects. If the funds are used on the <br />LaBore Road project, they are then not available for <br />use on other road improvement projects. <br />The City Administrator noted that the City will need a <br />determination from the State as to what portion of <br />project costs are eligible for MSA fundinq. <br />The City Administrator pointed out that the proposal is <br />to assess property owners approximately 280 of the <br />total project cost.
