MINUTES <br />CITY COUNCIL <br />JUNE 24, 1992 <br />Collova asked if snowmobilers use this area. <br />The City Administrator was not sure. <br />Collova indicated that the the City's ordinance <br />requires written permission in order to cross any <br />private property. Collova pointed out that once a <br />snowmobile got to Country Drive, it would have no place <br />to go. <br />Scalze reported that there was an article in the <br />newspaper recently which indicated that Little Canada <br />was one of the few cities that still allows snowmobiles <br />to travel on the site of the road. <br />LaValle thought that the Water Works property provided <br />a snowmobiling connection from Vadnais Heights and <br />eventually down to Gervais. <br />Scalze did not believe the Water Works allowed the use <br />of their property in Vadnais Heights by snowmobilers. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-6-212 - CALLING FOR A PUBLIC HEARING <br />TO CONSIDER THE IMPROVEMENT OF A TRAIL SYSTEM ON THE <br />ST. PAUL WATER DEPARTMENT PROPERTY FOR JULY 8, 1992 AT <br />7:30 P.M., AND REQUESTING THAT STAFF SEND NOTICES OF <br />THE IMPROVEMENT HEARING TO THOSE INDIVIDUALS WHO HAVE <br />SUBMITTED A PETITION IN SUPPORT OF THE IMPROVEMENT, IN <br />ADDITION TO NOTICE TO PROPERTY OWNERS LOCATED WITHIN <br />350 FEET OF THE IMPROVEMENT <br />The foreqoing resolution was duly seconded by Collova. <br />Ayes (4) Scalze, Collova, Hanson, LaValle. <br />Nays (0). Resolution declared adopted. <br />DEVELOPER The City Administrator reviewed the City Auditor's <br />DEPOSITS letter regarding the accumulation of unpaid developer <br />deposit costs prior to 1989. The Administrator <br />reported that in 1990 the City set aside $100,000 as a <br />designation in the General Fund to accommodate these <br />past costs which have accumulated since the early <br />1980's. These costs built up since the early 1980's <br />and were never billed out. The Administrator reported <br />that the City currently has a program in place for the <br />tracking and billing of developer deposits and it is <br />working well. <br />The Administrator reported that in order to get these <br />past costs off the books, the City Auditor is <br />Page 10 <br />
