MINUTES <br />CITY COUNCIL <br />JUNE 24, 1992 <br />recommending a fund transfer. Even though these costs <br />will be written off the books, staff will not ignore <br />any future opportunities to collect. <br />LaValle asked if another developer comes in with a <br />proposal on a particular piece of property where there <br />are monies due the City, if the City could try to <br />oollect these funds. <br />The Administrator replied that the City can try. If <br />the previous work done for which there are payments due <br />is of partioular benefit to the proposal coming in, it <br />would be reasonable to expect payment for that work. <br />However, if the work was no longer relevant, then the <br />City would be hard-pressed to expect a new developer to <br />pick up the past costs. <br />The Administrator reported that while the ordinance was <br />in place making property owners responsible for these <br />costs, in the past there was no cost agreement, or <br />identification of this responsibility to the property <br />owner. Also, the City never billed these amounts in <br />the past. The Administrator reported that the <br />mechanism is now in place for collection of these <br />costs. The Administrator also reported that the City <br />has gone back and collected some of the past costs <br />already as opportunities have become available. <br />Scalze asked if it were possible to increase fees <br />slightly to help pay these old debts. <br />The Administrator replied that this could be done, but <br />felt that costs incurred should correlate to benefits <br />received. The Administrator also pointed out that the <br />system in place for collection of fees is not real <br />popular with applicants. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-6-213 - APPROVING THE TRANSFER OF <br />$108,621 FROM FUND 101 TO FUND 801 TO OFFSET INACTIVE, <br />UNCOLLECTIBLE DEVELOPER DEPOSITS AS RECOMMENDED BY THE <br />CITY AUDITOR <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) LaValle, Scalze, Collova, Hanson. <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that the new system for <br />collection of these monies is working well. The <br />Administrator realized that the write-off involved a <br />lot of money, but noted that the City had reserved for <br />Page 11 <br />
