MINUTES <br />CITY COUNCIL <br />JUNE 24, 1992 <br />SYLVAN STREET The City Administrator reported that staff is <br />recommending that the vacation of the Sylvan Street <br />riqht-of-way lying between the end of the cul-de-sac <br />and Demont 5treet be considered. There has been a lot <br />of debris accumulating in this area, and the City <br />recently cleaned it up. The City will also be putting <br />up a guard rail at the end of the cul-de-sac to prevent <br />cars from driving out this way to access Demont. The <br />City Administrator pointed out that the terrain is such <br />that the street would likely never be improved to <br />Demont. <br />The Administrator pointed out that there are utilities <br />lying within the road right-of-way. The Park <br />Commission has indicated an interest in retaining a <br />trail easement in this area, and would like an <br />opportunity to further review width and location of <br />such an easement. <br />The Administrator reported that staff would like to <br />proceed with a full evaluation of the vacation <br />question. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-6-211 - DIRECTING STAFF TO EVALUATE <br />THE ISSUE OF VACATING THE SYLVAN STREET RIGHT-OF-WAY <br />FROM THE END OF THE CUL-DE-SAC TO DEMONT STREET <br />INCLUDING A RECOMMENDATION FROM THE PARK AND PLANNING <br />COMMISSIONS ON THIS MATTER <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Scalze, LaValle, Collova, Hanson. <br />Nays (0). Resolution declared adopted. <br />WATER WORKS The City Administrator reported that the St. Paul Water <br />TRAIL Department wants the City to hold another public <br />hearing on the issue of improvement of a trail on their <br />property. The Water Department is aware that the City <br />has held other public hearings on this issue, but given <br />the fact that there are some neighbors objecting, would <br />like another hearing to be held. <br />The Administrator reviewed the Agreement submitted by <br />the Water Department addressing this improvement. The <br />Administrator pointed out that this Agreement would <br />eliminate the City's 10th Rider Agreement with the <br />Water Department, which would then prohibit the use of <br />this property by snowmobiles. The Agreement also would <br />give the Water Department the right to eliminate the <br />use of the trail system with 60-days notice if they <br />felt there was a problem. <br />Page 9 <br />
