MINUTES CITY COUNCIL JUNE 24, 1992 The foregoing resolution was duly seconded by Collova. Ayes (4) LaValle, Collova, Hanson, Scalze. Nays (0). Resolution declared adopted. SECTION The City Planner presented a proposed lay-out of FOUR ROAD streets in the Section Four area. The Planner noted PLAN that existing streets in Maplewood were considered as far as future connections. The Planner suggested that he could send a copy of the proposal to the City of Maplewood so the two cities could work cooperatively on this issue. Collova asked if this proposal should be given to the developer of the Salak/Campanaro property. The City Planner replied that he would inform any developers in this area of the need to provide road connections. The Planner suggested that if this road plan is something that the City wants to use as a planning guide, then it should be adopted as part of the Comprehensive Plan. Otherwise, it should just be used as a guideline. Hanson felt that without knowing soil conditions, the plan should only be used as a guideline. Scalze stated that she would hesitate to adopt the plan as part of the Comprehensive Plan at this point, but felt it should be used as a guideline. Scalze felt that future roads should follow lot lines more, and she also questioned putting a park on the Maplewood boundary. Scalze pointed out that typically parks are not located on City boundaries. The City Planner pointed out that the problem is that the wetlands in the area make a lot of the land undevelopable. Scalze stated that she would rather see these areas referred to as open space than park. The Planner indicated that in preparing the plan he did not intend to say that this is where future roads should go, but rather make road connections for access and circulation. Scalze felt the plan should be used as a guideline, and as development occurs, the plan can be defined more. Mrs. Scalze introduced moved its adoption: Page the following resolution and 7
