MINUTES <br />CITY COUNCIL <br />JULY 8, 1992 <br />Germer reported that the owner of the bus company is in <br />favor of eliminating on-street parking. Germer <br />reported that of the 12 property owners in the park who <br />returned surveys, 75% of them are in favor of <br />eliminating on-street parking. <br />Clete Busse asked if elimination of on-street parking <br />would solve the problem of vehicles parked on <br />boulevards. <br />The City Administrator replied that parking on <br />boulevards is prohibited by ordinance, and this is one <br />of the issues that the Code Enforcement Officer will <br />address. The Administrator also noted that when the <br />traffic officer from the Sheriff's Department looked at <br />the area, the problem was not as serious on that <br />particular day as it has been in the past. In <br />discussing the matter with the officer, he indicated <br />that he had no trouble supporting the recommendation to <br />restrict on-street parking. The Administrator noted <br />that the Public Works Superintendent supports no <br />on-street parking within the park. <br />Germer felt that on-street parking was used generally <br />as a convenience, and not because there was inadequate <br />off-street parking. Germer did state, however, that <br />some of the businesses within the park may have <br />outgrown their property. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-7-225 - ELIMINATING ON-STREET PARKING <br />IN RYAN INDUSTRIAL PARK BASED ON THE WIDTH AND <br />CONDITION OF THE ROADWAY, PUBLIC SAFETY CONCERNS, THE <br />RECOMMENDATION OF THE PUBLIC WORKS DEPARTMENT AS WELL <br />AS THE RESULTS OF THE RYAN INDUSTRIAL PARK <br />BUSINESSMEN'S ASSOCIATION SURVEY, AND INSTRUCTING CITY <br />STAFF TO DELIVER A FLYER TO THE BUSINESSES WITHIN THE <br />PARK ADVISING THEM THAT ON-STREET PARKING WILL BE <br />PROHIBITED EFFECTIVE AUGUST 1, 1992 <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (5) Scalze, Collova, Hanson, Blesener, LaValle. <br />Nays (O). Resolution declared adopted. <br />COUNTRY Council reviewed agenda information regarding the speed <br />DRIVE limit on Country Drive and previous Council action to <br />SPEED increase the speed limit to 35 miles per hour. The <br />LIMIT City Administrator pointed out the recommendation of <br />the Sheriff's Department as well as Public Works to <br />retain the 30 miles per hour speed limit. The <br />Page 14 <br />
