MINUTES <br />CITY COUNCIL <br />JULY 8, 1992 <br />Administrator also noted recent input from residents on <br />Country Drive indicating that 35 miles per hour was too <br />high. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 92-7-226 - RESCINDING PREVIOUS COUNCIL <br />ACTION RAISING THE SPEED LIMIT ON COUNTRY DRIVE TO 35 <br />MILES PER HOUR, AND RETAINING THE SPEED LIMIT AT 30 <br />MILES PER HOUR BASED ON INPUT FROM THE RAMSEY COUNTY <br />SHERIFF'S DEPARTMENT, THE PUBLIC WORKS SUPERINTENDENT, <br />AS WELL AS RESIDENTS ON COUNTRY DRIVE <br />The foregoing resolution was duly seconded by Hanson. <br />Ayes (4) Scalze, Hanson, Blesener, LaValle. <br />Nays (1) Collova. Resolution declared adopted. <br />PLAY 21 Steven Ford, representing Play 21, appeared before the <br />Council requesting that the City ordinance be amended <br />to allow for the operation of blackjack tables in <br />liquor establishments in the City. Ford reported that <br />the blackjack tables would not be used for gambling <br />since there is no prize awarded as part of the game, <br />and are used purely for entertainment. Ford pointed <br />out that in 1988 Play 21 made this same request, and as <br />a result, the City enacted an ordinance prohibiting the <br />business. Ford asked that the Council reconsider this <br />ordinance and that the wording of the ordinance be <br />changed to allow Play 21 to place blackjack tables in <br />liquor establishments. Ford pointed out that the <br />ordinance could still continue to prohibit illegal <br />gambling. <br />Ford noted that the Play 21 business has now been in <br />operation for 5 years, and has never experienced any <br />problems or been involved in illegal gambling. Ford <br />noted that when tables were placed in the City of St. <br />Paul, that City indicated that it would watch the <br />operation very closely. It did, and no problems have <br />been found. Ford stated that Play 21 does not violate <br />gambling, because to have gambling three things must be <br />present: consideration, chance and prize. Play 21 <br />offers no money or prize. <br />Scalze questioned why anyone would want to participate <br />if there is nothing to gain. <br />Hanson asked which establishments in the City are <br />interested in having these tables. <br />Ford replied that the Venetian Inn, Hoggsbreath, and <br />Page 15 <br />
