The businesses <br />feel that the game will draw people in and cause them <br />to stay longer. <br />Ford reported that Play 21 currently has blackjack <br />tables in four locations and has had them in many more. <br />Scalze asked why the tables were removed from the other <br />locations. <br />Ford replied that some of the places have gone out of <br />business or have remodeled and wanted the space for <br />another use. <br />Hanson stated that he was not willing to act on <br />rescinding the ordinance unless he saw something in <br />writing from the business owners indicating that they <br />are interested in the Play 21 operation. <br />Scalze reported that she was not in favor of amendinq <br />the ordinance. <br />Blesener indicated that at the time the Council adopted <br />the ordinance, the City was dealing with the control of <br />gambling and other gambling issues. Blesener also <br />questioned why people would spend money to play <br />blackjack if they are getting nothing back. <br />Ford replied that people play for entertainment and <br />fun. Ford reported that Play 21 has been operating for <br />five years and has had no problem. <br />Blesener indicated that he would be willing to consider <br />the request if there was something from the business <br />owners indicating that they were interested. <br />LaValle and Collova agreed. <br />Ford indicated that he had an ordinance amendment which <br />he prepared for Council consideration. This amendment <br />would still disallow illegal gambling, but would allow <br />Play 21. <br />Blesener suggested that the proposal be submitted at <br />the time the business owners express their interest. <br />The City Administrator recommended that if an ordinance <br />amendment occurs, the owners of Play 21 enter into a <br />cost agreement with the City to reimburse the City for <br />the cost of preparing and publishing the ordinance <br />amendment. <br />Page 16 <br />
