MINUTES <br />CITY COUNCIL <br />JULY 8, 1992 <br />DUPRE Mr. Norm Dupre appeared before the Council and stated <br />PROPERTY that he wanted some relief from the harassment he is <br />receiving from the City of Little Canada. Dupre <br />reported that he received a phone call from the City <br />asking that he cut his grass. Dupre reported that he <br />had contacted an individual two weeks prior to cut the <br />grass and was still waiting for this to be done. Dupre <br />indicated that, therefore, City staff was aware that he <br />was watching the situation. Dupre reported that he <br />then received a notice of a registered letter from the <br />City. He called the City about the letter and was <br />informed that he had better cut his grass, or the City <br />would do it and assess the property. Dupre reported <br />that he was also informed that the City could take his <br />land away from him. <br />Dupre indicated that he felt the City should just qive <br />him a call when they see the grass is high and ask him <br />to cut it. Dupre felt it was unnecessary to harass him <br />about the matter. Dupre stated that this harassment <br />happens every year. <br />Scalze pointed out that the matter does come up every <br />year. Scalze stated that Dupre knows how long it takes <br />the grass to grow and when it should be cut, and he <br />should be able to schedule the mowing accordingly. If <br />this were done, the City would not have to contact him. <br />Scalze pointed out that she gets far more phone calls <br />about the poor condition of properties than she does <br />about clean properties. Scalze indicated that if Dupre <br />would cut his grass in a timely manner, life would be a <br />lot easier for everyone. <br />Dupre reported that as part of the Slumberland project <br />his survey stakes were moved. These were to have been <br />replaced and never have been. There is also a green <br />mesh fence on the north of his property that is in poor <br />repair and should be removed. Dupre reported that he <br />gets a lot of harassment from his neighbor, and if the <br />ditch in the area was working properly, perhaps this <br />harassment would stop. <br />Blesener pointed out that two weeks is a long time to <br />wait for grass to be cut when the City is receiving <br />daily complaints. Blesener stated that the City would <br />take care of the fence. Blesener stated that if Mr. <br />Dupre is being harassed, the City Council does not <br />approve of this, and will talk to the appropriate <br />people about it. Blesener suggested that Dupre set up <br />an automatic schedule for the mowing of his grass. <br />Page 17 <br />
