MINUTES <br />CITY COUNCIL <br />JULY 8, 1992 <br />Weiss asked about trail patrol officers similar to <br />those working in Roseville's Central Park. <br />Blesener pointed out that Central Park is a totally <br />different kind of park than what is being discussed <br />tonight. <br />Weiss stated that he wanted to be sure that the City <br />had thought about issues such as insurance, liability, <br />cost of maintenance, traffic to the area, trash <br />clean-up, etc. Weiss asked if there would be a <br />play-ground improvement done in the area. <br />Sanders replied that the Park Master Plan shows the <br />possibility of a small neighborhood park near the South <br />Owasso Blvd. entrance. However, this property is not <br />owned by the City and no efforts have been made to <br />acquire it. Sanders pointed out the limited park <br />improvements serving the west side of the freeway. <br />Weiss stated that if further improvements are done to <br />the area, he was not in favor of bridging across the <br />stream. <br />Sanders stated that he did not know that the City would <br />ever consider bridging the creek, but while it was not <br />in present plans, he would not preclude it at this <br />point. If this was a consideration in the future, it <br />would be discussed with the neighborhood. <br />Weiss asked if the cost of the short section of trail <br />improvement was worth it, pointing out that the trail <br />would go no where. <br />Sanders agreed that the City's trail system is not of <br />the type in Roseville, around Phalen Lake, or the <br />Minneapolis chain of lakes. However, these trails were <br />improved to serve the City's neighborhoods, and they <br />are doing just that. Sanders indicated that the <br />neighbors have appreciated the trail improvements and <br />do use them. Sanders pointed out the petition that the <br />City received in support of the trail improvement. <br />Scalze pointed out that the City has a wonderful trail <br />system in Spooner Park which is used for passive <br />recreation all year round. Scalze felt trail <br />improvements were a way to service a segment of the <br />population not using ballfields or more active <br />recreational facilities. Scalze also pointed out that <br />once a trail area is improved, it becomes better <br />policed and cleaner just because of the usage. <br />Page 4 <br />
